REED’S CROSSING INFRASTRUCTURE
NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning Commission, at or shortly after 6:30 p.m., on Wednesday, March 9, 2016, in the Shirley Huffman auditorium of the Hillsboro Civic Center, 150 East Main Street, Hillsboro, Oregon. At this hearing, the Commission will consider a request for preliminary plat approval for a proposed Infrastructure Planned Unit Development (PUD) and large-lot land division on three properties totaling approximately 463 acres in size. The purpose of the PUD is to allow construction of a primary road network and utilities known as the “Gateway Improvements” to serve the first phase of development of Reed’s Crossing and provide needed road capacity to serve the 1,400-acre South Hillsboro plan area. Phase 1 of the On-Site Road Network includes: an approximate 1,600-foot extension of SE Cornelius Pass Road from 325 feet south of the railroad tracks to the intersection with SE Alexander Street; an approximate one-mile extension of SE Alexander Street from SE 67th Avenue – previously identified as SW 229th Avenue – easterly to SW 209th Avenue; storm water quality facilities supporting the roadway improvements and designed as the first phase of the storm water facility serving all Reed’s Crossing development; and public water and sanitary sewer main line extensions sized to support the areas affected by this PUD. The property owners are GLC South Hillsboro, LLC, and Hillsboro School District. The applicant’s representative is Bill Horning, Western Planning Associates, Inc.
The subject property can be specifically identified as Tax Lot 100 on Washington County Assessor’s Tax Map 1S2-10DD, Tax Lot 1600 on Tax Map 1S2-11 and Tax Lot 2600 on Tax Map 1S2-14 and is generally located north of SW McInnis Lane, south of SE Tualatin Valley Highway, east of SE 67th Ave/SW 229th Avenue and west of SW 209th Avenue.
The applicable approval criteria for a Planned Unit Development application may be found in the Hillsboro Community Development Code (CDC), Section 12.80.120. The staff report on this matter will be available on Wednesday, March 2, 2016 at 4:00 p.m. The staff report, the application materials, and the applicable criteria are available for public inspection at no cost, or copies can be provided at reasonable cost, from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Hillsboro Civic Center, 150 East Main Street, 4th floor, Hillsboro, Oregon. All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. If you are unable to attend the hearing, you may submit a written statement to the Planning Director at 150 E Main Street, Hillsboro, Oregon 97123, on or before the hearing date. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
