CONSTRUCTION

Willamalane Park and Recreation District is accepting sealed bids for work related to construction of a 2.2 mile long, 10′ wide asphalt multi-use pathway (pedestrian and bicycle) along the Mill Race waterway in Springfield, Oregon. The pathway will connect downtown Springfield with Willamalane’s Middle Fork Pathway.
Project Description: In general, the work consists of earth work and grading, erosion control, tree removal, asphalt paving, trailhead construction with pre-manufactured restroom, construction of (3) bridges over the Mill Race, Jasper Slough and delineated wetland, landscaping and irrigation, installation of site amenities such as benches, bike racks, picnic tables and fencing, trailhead lighting and utilities, and related work. There will be a pre-offer meeting to review the project on March 3rd, 2016 at 1 pm. This meeting will be held at the Willamalane Center, 250 S. 32nd Street, Springfield, Oregon, and will move on to several locations of the proposed pathway. Contractors should be prepared to drive their own vehicles to these sites, with the meeting concluding at 3.30pm. This meeting is mandatory, and general contractors shall have a representative attend in order for their bid to be accepted. Construction is anticipated to start in early April 2016 with Substantial Completion November 1, 2016.
Solicitation Documents may be viewed at the Willamalane Center front desk at the address below, and can also be viewed and downloaded for printing online through our website at http://willamalane.org/planning /bids-rfps/. Solicitation Documents will be available from February 22nd, 2016 to March 22nd, 2016. All bidders that download the Solicitation Documents must email the consultant Project Manager Justin@cameronmccarthy.com to confirm they have done so. This is to ensure that any potential bidders can be advised of any addenda that become available and need to be downloaded.
WPRD will be accepting sealed bids for the work, delivered to the Willamalane Center, 250 S. 32nd Street, Springfield, Oregon, before 2:00 p.m. Pacific Time on the 22nd day of March, 2016. WPRD will publicly open bids on March 22nd, 2016 at 2:15 pm in the Ken Long (North) Room at Willamalane Center. Bids may be physically delivered or mailed to Simon Daws, RLA, Willamalane Project Manager at Willamalane Center. Bids must be submitted in sealed envelopes clearly marked with the project name. Your offer will be required to be submitted under a condition of irrevocability for a period of 60 days after submission. Submit your offer on the Bid Form provided. WPRD reserves the right to accept or reject any or all offers. No bid will be considered unless fully completed in the manner provided in the “Instructions to Bidders” upon the Bid Form provided and accompanied by Bid Security. The contract is for a public works project subject to Oregon Revised Statutes 279C.800 to 279C.870 or the Davis-Bacon Act (40 U.S.C. § 3141 et seq.).
