NOTICE TO CONTRACTORS: PAVING OF OLD HWY 99S, COUNTY RD #400, M.P. 18.61 TO M.P. 20.57

Sealed bids for the Project described herein will be received by the Douglas County Board of Commissioners, 1036 SE Douglas Avenue, Courthouse Room 217, Roseburg, Oregon 97470, until 9:00 A.M., March 9, 2016. Bids will be publicly opened and read at that time during a regularly-scheduled Board of Commissioners meeting. Bids shall be accompanied by a certified check, cashier’s check, irrevocable letter of credit or bid bond in an amount equal to ten percent (10%) of the total amount of the bid. All bidders must submit a list of their first-tier subcontractors no later than two hours after the time bids are due. Proposals received after the due date and time will not be considered. Proposals may not be withdrawn after the time set for opening.
The Class of Work of this Project is Asphalt Concrete Paving and Oiling. The value for this contract is estimated to be $500,000 to $1,000,000. This project consists of, but is not limited to, the following:
Implement temporary traffic control, perform earthwork, perform guardrail adjustment and installation, perform cold-plane pavement removal, construct aggregate base and asphalt concrete pavement, install permanent pavement striping and pavement legends, and other miscellaneous and incidental items.

Bidders will be required to submit a prequalification application or furnish proof of prequalification with the Oregon Department of Transportation to the Engineering and Construction office at the address shown above not less than twenty-four hours prior to bid opening as required by ORS 279C.430.
The Board of Commissioners will not consider a proposal unless the bidder is registered with the Construction Contractor’s Board or licensed by the State Landscape Contractors Board. Bidders shall comply with the provisions of ORS 279C.800 to 279C.870 pertaining to prevailing wage rates. Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. The project does not require a contractor or subcontractor to be licensed under ORS 468A.720 for asbestos abatement.
The Board of Commissioners reserves the right to reject any or all proposals, to waive technicalities and to award the contract to the lowest responsible bidder. The Board of Commissioners may reject any bid not in compliance with all prescribed public contracting procedures and requirements and may reject for good cause all bids upon a finding that it is in the public interest to do so.
