REQUEST FOR PROPOSALS: PHASE 1
URBAN LUMBER FEASIBILITY STUDY
AND STRATEGIC PLAN
CLACKAMAS COUNTY, OR

Notice is hereby given that Clackamas County, through the Clackamas County Board of County Commissioners, will receive sealed proposals until 4:00 pm March 02, 2016, in the Office of the Procurement Manager, 2051 Kaen Road, Oregon City, OR 97045 to provide:
PHASE 1 URBAN LUMBER FEASIBILITY STUDY AND STRATEGIC PLAN
As per specifications available at Clackamas County Procurement, 2051 Kaen Road, Oregon City, OR 97045. No proposals will be received or considered after that time.
Clackamas County’s Business and Community Services Department/Forest and Agriculture Economic Development Division (FAEDD) is requesting proposals for consulting services for the preparation and development of an Urban Lumber feasibility study and strategic plan as part of a Clackamas County Forestry Products Cooperative pilot project. Each proposal must contain a statement as to whether the Proposer is a resident Contractor, as defined in ORS 279A.120. The bidder is not required to be licensed under ORS 468.883. No bid for construction contracts will be received or considered by the County unless the respondent is registered with the Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530.
There will be a virtual or telephone pre-submittal conference held for this Request for Proposal on:

Location: Clackamas County Development Services Building (DSB), Room 401, 150 Beavercreek Road, Oregon City, Oregon 97045 or via phone at 503.742.4213. This will be an opportunity for potential Proposer’s to ask questions and obtain information about the RFP process and the Urban Lumber Feasibility Study and Strategic Plan process. Attendance is optional.
This is not a public work contract subject to ORS 279C.800 to 279C.870 or if applicable the federal prevailing rate of wage required under the Davis-Bacon Act (40 U.S.C. 276a).
Sealed proposals are to be sent to Lane Miller – Procurement Manager, Clackamas County Procurement, 2051 Kaen Road, Oregon City, OR 97045, Phone (503) 742-5444. The Clackamas County Board of County Commissioners may reject any proposal not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all proposals upon a finding that it is in the public interest to do so. The County may waive any and all informalities in the public interest.
