CITY COUNCIL PUBLIC HEARING

TEXT AMENDMENTS TO GOAL 9 OF THE WEST LINN COMPREHENSIVE PLAN AND INCORPORATION OF A NEW ECONOMIC OPPORTUNITIES ANALYSIS (EOA) AS A COMPONENT OF THE CITY’S COMPREHENSIVE PLAN.
The West Linn City Council will hold a public hearing on Monday, April 11, 2016, starting at 6:30 p.m., in the Council Chambers of City Hall, 22500 Salamo Road, West Linn, to consider adoption of an Economic Opportunities Analysis (“EOA”) as a component of the City’s Comprehensive Plan and amend the West Linn Comprehensive Plan Goal 9 background, goals, polices and action measures.
The EOA was developed in compliance with Oregon Administrative Rule 660 Division 9 (Goal 9). The EOA is a technical study that compares projected demand for industrial and other employment land to existing land supply. The process helps communities implement their local economic development objectives through appropriate policies in the Comprehensive Plan.
The hearing will be conducted in accordance with the rules of CDC Chapter 98, 100 and 105. Anyone wishing to present written testimony on this proposed action may do so in writing prior to, or at the public hearing. Oral testimony may be presented at the public hearing. At the public hearing, the City Council will receive a staff presentation, and invite both oral and written testimony. The City Council may continue the public hearing to another meeting to obtain additional information, leave the record open, or close the public hearing and adopt the EOA and associated Comprehensive Plan amendments as provided by state law. Failure to raise an issue in person or by letter at some point prior to the close of the hearing, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue, precludes an appeal to the Land Use Board of Appeals (LUBA) based on that issue. At least 10 days prior to the hearing, a copy of the proposed amendment and associated staff report will be available for inspection and also on the City’s web site at https://westlinnoregon.gov/planning/comprehensive-plan-amendments-goal-9-economic-development. In addition, the file, PLN 15-01, Comprehensive Plan Amendments to Goal 9, containing the proposed amendments and related information is available for review at the Planning Department.
