REQUEST FOR QUALIFICATIONS: MARION CENTER REMODEL PROJECT

NOTICE IS HEREBY GIVEN: Willamette Education Service District (“the Owner”) Requests Qualifications from experienced General Contractors for the remodel and modernization of the Willamette Education Service District Marion Center Building. Sealed Statements of Qualifications will be accepted by David McKay, electronically, at david@hmkco.org, until 2:00 PM Local Time on April 1, 2016, after which time no further Statements of Qualifications will be received. The Owner is using the Request for Qualifications (“RFQ”) process as the first step in a two-step solicitation process, in which distribution of the Invitation to Bid (“ITB”) will be limited to the firms identified as most qualified through their submitted Statements of Qualifications. The ITB will be distributed only to the firms that have been qualified and selected through the RFQ process.
Project Scope of Work:
The project is a major modernization of over 50,000 square feet of office space with primary emphasis on new floor, ceiling, and wall finishes throughout. Lighting will be updated throughout, and mechanical systems will be updated in some locations. The main lobby, lunch room, and restroom facilities will be reconfigured and updated. An education and meeting center with four new meeting rooms will be created, with a separate lobby and visitor entrance. Limited site improvements will be made including paving repair, sidewalks, landscaping new fire sprinkler service.

A detailed Scope of Work and requirements will be set forth in the Project Specifications Documents and Drawings during the Invitation to Bid phase of this project which will follow the Request for Qualifications.
The General Contractor firms responding to this RFQ will be evaluated based upon Company or Team Qualifications, history/safety, firm experience, staffing qualification, company locale and any other evaluation criteria identified in this procurement.
This solicitation does not obligate the Owner to pay any costs incurred in preparation of Statements of Qualifications. The Owner reserves the right to reject any Statement of Qualifications not in compliance with all prescribed requirements. For good cause, the Owner may reject any or all Statements of Qualifications upon a written finding that it is in the public interest to do so.
ANY PROTEST OR REQUEST FOR CHANGE MUST BE DELIVERED ELECTRONICALLY TO DAVID MCKAY PROJECT DIRECTOR, AT DAVID@HMKCO.ORG, ON OR BEFORE FIVE (5) CALENDAR DAYS PRIOR TO THE DUE DATE FOR STATEMENTS OF QUALIFICATIONS.
