INVITATION TO BID: 0.8 MG GREEN TANK SEISMIC UPGRADES AND SW 73RD
AVENUE WATER FACILITY IMPROVEMENTS

Sealed proposals for 0.8 MG GREEN TANK SEISMIC UPGRADES AND SW 73RD AVENUE WATER FACILITY IMPROVEMENTS for the WEST SLOPE WATER DISTRICT will be received by the District Manager at the District Office, located at 3105 SW 89th Avenue, Portland, Oregon, 97225, until the BID CLOSING at 2:00 PM, local time, on the 14th of April 2016, at which time the bids will be publicly opened and read. No bids will be received after the BID CLOSING time. First-Tier Subcontractor Disclosure forms will be received at the above-mentioned location and date, until 4:00 PM, local time.
The work contemplated consists of furnishing all labor, materials and equipment necessary for the construction of foundation improvements, interior and exterior maintenance painting, and the rehabilitation of miscellaneous appurtenances for an existing 0.8 MG welded steel standpipe reservoir. Related work includes installation of approximately 1,000 lineal feet of 12-inch diameter ductile iron piping improvements between SW 73rd Avenue and the reservoir site, miscellaneous reservoir and site drainage piping improvements, and the replacement of an existing flow control vault with a new cast-in-place concrete structure.
The Contract Documents for the above project may be examined at Murray, Smith & Associates, Inc., 121 S.W. Salmon, Suite 900, Portland, Oregon 97204, Phone (503) 225-9010, on working days, between the hours of 8:00 AM and 4:00 PM, and at local plan centers. Copies of said documents may also be obtained from Murray, Smith & Associates, Inc. 121 S.W. Salmon, Suite 900, Portland, Oregon 97204 upon payment of $50.00 for each set plus $10.00 additional for each set if mailing is requested. Payment shall be by check or money order only. This amount is not refundable and return of the documents is not required.
A MANDATORY PRE-BID MEETING for this project will be held at the project site, located immediately east of the intersection of SW Canyon Drive and SW Ridgewood Avenue in Portland, Oregon on Wednesday, April 6, 2016 at 10:00 AM to provide prospective bidders with the opportunity to ask questions relating to bidding or constructing the work under this contract. If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum issued to all plan holders. A BIDDER’S FAILURE TO ATTEND THE PRE-BID MEETING SHALL CAUSE ANY BID SUBMITTED BY THAT BIDDER TO BE DEEMED NON-RESPONSIVE AND THE BID WILL BE RETURNED UNOPENED.
No proposal will be considered by the West Slope Water District unless the Bid contains a statement by the Bidder that the Bidder will comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable. Contractor licensing under ORS 468A.720 for working with asbestos-containing materials is not a requirement of this project. Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the bidder is registered with the Construction Contractors Board, as required by ORS 701.035 et seq. No bid will be considered unless the First-Tier Subcontractor Disclosure form is submitted by the specified deadline. Faxed copies will NOT be accepted.
Contractors must be qualified in accordance with the applicable parts of ORS 279 in order to enter into a contract with the West Slope Water District for public work in Oregon. To document qualifications, bidders shall submit a completely executed Contractor’s Prequalification Application when submitting their bid proposal. The West Slope Water District will investigate and determine the qualifications of the bidders as part of its evaluation of the bids.
SPECIAL MINIMUM EXPERIENCE QUALIFICATIONS APPLY TO PORTIONS OF THIS PROJECT. Pre-bid approval of Tank Painting Contractors is a requirement for this project. Only Tank Painting Contractors who have submitted the required Request for Qualification and received qualification by the Engineer prior to bidding may be named in the Proposal. Requests for Qualification complying in form and content to the requirements of the Contract Documents shall be presented to the Engineer no later than close of business on April 6, 2016. The minimum qualifications and submittal requirements are specified in the Instruction to Bidders and in the Special Provisions of the Contract Documents. The Engineer will notify any Bidder or Proposer of its decision with respect to qualification of such contractors by addendum within one week of Bid Closing. Proposals submitted naming a Tank Painting Contractor that has not been qualified by the Engineer prior to bidding shall be considered non-responsive and shall be rejected. Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of the West Slope Water District in an amount not less than five percent (5%) of the amount bid. The successful bidder will be required to furnish to the West Slope Water District a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid. The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000, unless exempt under ORS 279C.
The West Slope Water District reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of the West Slope Water District. The West Slope Water District may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so.
