Sealed Bids for the construction of the Water Treatment Plant Project will be received by Ron Whitlatch, Engineering Services Director, at Lebanon City Hall located at 925 Main Street, Lebanon, Oregon 97355, until 3:00 PM local time on May 17th, 2016, at which time the Bids received will publicly opened and read. The outside of the envelopes shall plainly identify the following: Project Name & Number, Bid Opening Time and Date and Bidder’s Company Name.

The Work generally consists of a new water intake on the South Santiam River, raw water pump station, membrane water treatment plant (WTP), backwash tank, finished water tank, solids processing basins, and connections to utilities for a new potable water supply for the City of Lebanon, Oregon. The Work is inclusive of site grading and improvements; buildings and structures; installation of pre-selected membrane water treatment system at the WTP; mechanical and chemical systems including equipment, tanks, piping, valves, and appurtenances; plumbing, heating, ventilation, and air conditioning systems; fire protection systems; electrical systems; control and SCADA systems; office and laboratory furniture and appurtenances; landscaping and site restoration; temporary facilities, dewatering, shoring, erosion control, traffic control, and other systems required for construction; startup and commissioning services; and all other Work required for a complete and functional potable water supply system as described and shown in the Contract Document Specifications and Plans.
This project is funded in part with a financial award from the Special Public Works Fund, funded by the Oregon State Lottery and administered by the State of Oregon, Development Department. Construction projects assisted in whole or in part with the Safe Drinking Water Revolving Loan Fund Program (SDWRLF) must be carried out in compliance with Federal Davis Bacon and Related Acts and the Oregon Bureau of Labor and Industries (BOLI) requirements. Good Faith Effort – contractors and subcontractors that perform work on the project must take steps to solicit and to contract with Disadvantaged Business Enterprises.
BIDDING DOCUMENTS
The Issuing Office for the Bidding Documents is: The City of Lebanon. Prospective Bidders may obtain electronic copies in adobe pdf format of the Bidding Documents from the City of Lebanon website at www.ci.lebanon.or.us. Enter the QuestDCN eBidDoc Number to 4424034 to view, download and purchase bid documents.
No proposal will be considered unless it contains a statement that the Bidder will comply with the provisions required by ORS 279C.840, that workers of public works be paid not less than prevailing rate of wage on contracts of $50,000.00 or more. Each bid shall contain a statement verifying that the Bidder is a resident bidder as defined in ORS 279A.120. The Contractor or subcontractor must be registered with the Construction Contractors Board as required by ORS Chapter 701. Bidders shall comply with all requirements set forth in Chapter 279A, B, C and other applicable sections of the Oregon Revised Statutes. Bidders are required to disclose proposed first-tier subcontractors. The City of Lebanon encourages the subcontractor disclosure form be submitted with the bid documents but will accept this list no later than 5:00 p.m., May 17, 2016 (two hours after bid opening).
All proposals shall be submitted on the prescribed form and in the manner as indicated in the specifications and shall be accompanied by a certified or cashier’s check or bid bond in the amount of ten (10) percent of the total amount of the proposal. The bid bond shall be issued by a surety authorized and licensed to issue such bonds in the State of Oregon, conditioned that the successful Bidder will pay the City of Lebanon, as liquidated damages, the amount specified in the bond, unless the Bidder enters into a contract with the Bidder’s proposal and furnishes an insurance certificate and a performance bond with surety satisfactory to the City of Lebanon in an amount equal to 100 percent of the contract price within ten days of the date of notification to successful Bidder. If the Bidder fails to enter into the contract and furnish the performance bond within the above specified time, the check (or bid bond) and the amount thereof shall be forfeited to the City of Lebanon. The City of Lebanon reserves the right to award the contract to the firm submitting the most qualified proposal, to postpone the acceptance of the proposal and the award of contract for a period not to exceed 30 days, or to reject any and all proposals received.
PRE-BID CONFERENCE
A pre-bid conference will be held at 1:00 PM local time on Tuesday, April 27th, 2016 at the City Council Chambers at 750 S. 3rd Street, Lebanon, OR 97355. Attendance at the pre-bid conference is mandatory.
