FACILITY MASTER PLAN

Notice is hereby given that Portland Community College (PCC or College) is requesting sealed proposals from professional firms with expertise in developing and providing a college-wide Facility Master Plan (FMP). This FMP will be conducted in a phased approach with the first phase of work addressing existing conditions. Tasks include a space utilization study, facilities condition assessment, and short-term capital project identification.
Proposers may attend a pre-proposal meeting at the Bond Office, 9700 SW Capitol Hwy, Suite 260, Portland, OR 97219, starts at 1:00 P.M., Wednesday, May 25, 2016. This meeting is designed to provide an over view of the project, clarify scope as needed, and respond to questions. Site visits are encouraged.
Sealed Proposals will be received at the Issuing Office, PCC Bond Office, 9700 SW Capitol Highway, Suite 260, Portland, Oregon, 97219. Deadline for submitting a Proposal will be no later than 10:00 A.M. June 22, 2016. Office hours for receipt of Proposals are Monday through Friday, 8:00 A.M. to 5:00 P.M.
Firms interested on this project must complete and submit an online registration online, for details go to PCC Solicitation Opportunities website link: http://www.pcc. edu/purchasing. An electronic copy of the RFQ will be e-mailed to registered companies. The RFQ includes description of the project, requirements, and specific conditions. Firms who are not equipped to receive an online copy of the RFQ may request a paper version by contacting Sandy Wanner, Buyer/ Contract Specialist at 971-722-8411.
Emerging small businesses, as well as minority-owned and women-owned enterprises are encouraged to submit Proposals in response to this solicitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award of any contract entered into pursuant to this advertisement.
The Board of Directors reserves the right to reject any and all proposals and to waive irregularities. The College may also reject any proposal not in compliance with the prescribed public procedures and requirements, and may reject for good cause any and all proposals upon finding of the College that it is in the public interest to do so.
Each proposal must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279.029.
