INVITATION TO BID: STEIGERWALD
COMMERCE CENTER PHASE II
IMPROVEMENTS
WASHOUGAL, WA

Sealed Proposals will be received by the undersigned at the Port of Camas-Washougal Administrative Offices, located at 24 South A Street Washougal, WA 98671, up to 3:00pm; local time on Tuesday, June 28, 2016, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct Steigerwald Commerce Center Phase II Improvements.
The work area is located along the Steigerwald Game Reserve in Washougal, Washington. The property is bordered by the Columbia River on the south, Washington Hwy 14 on the north, Steigerwald Game Reserve on the east, and the Steigerwald Commerce Center on the west. The work consists of a new privately-owned roadway which will include: clearing and grubbing, grading, pavement, sidewalks, a storm sewer system and associated piping, storm culvert, water line extension, and sanitary sewer line extension.
The Work shall be substantially complete within 60 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the Port of Camas-Washougal, 24 South A Street, Washougal, WA.
The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Contract Provisions. All Proposals must be accompanied by a certified check, cashier’s check, money order, or bid bond payable to the “Port of Camas-Washougal” and in an amount of not less than five percent (5%) of the total amount bid. The successful bidder will be required to furnish a Performance Bond and a Labor and Materials Payment Bond, with surety acceptable to the Port of Camas-Washougal, for 100% of the contract price. All contractors must file and comply with the prevailing wage laws of the State of Washington, and pay all associated fees. The Port will comply with the statutory retainage requirements for public works contracts.

Contract Provisions and Contract Plans may be examined at the office of the Port of Camas-Washougal or local plan centers in the project area. Licensed Contractors and Material Suppliers may obtain a copy of the Contract Provisions, free of charge, in electronic format (PDF on computer disk) from the offices of MacKay Sposito, located at 1325 SE Tech Center Dr., Suite 140, Vancouver, WA 98683, phone (360) 695-3411. A non-mandatory Pre-Bid Conference is scheduled for Tuesday, June 21, 2016 at the Port of Camas-Washougal Administrative Office 24 South A Street Washougal, WA 98671 at 10:00am Site visit will be part of this Conference.
Financing of the Project has been provided by the Port of Camas-Washougal. The Port of Camas-Washougal expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the Port.
