PATHWAY REPAIR (CIP #4715)

Sealed bids for furnishing all materials, labor, and equipment for the construction of the Charbonneau Pathway Repair project for the City of Wilsonville will be accepted at the City of Wilsonville, 29799 SW Town Center Loop East, Wilsonville, OR 97070 if mailed or hand delivered until June 21, 2016 at 2:00 pm. Such proposals will be publicly opened and read on June 21, 2016 at 2:00 pm. The choice of the apparent low bidder and/or the rejection of bids will be announced June 22, 2016. A contract will be awarded within thirty (30) days after the selection of a qualified bidder.
The proposed work consists of furnishing of all materials, labor, equipment, and super vision for the construction of approximately 3100 square feet of asphalt concrete pathway repair, 1060 square feet of concrete sidewalk, 5 concrete ADA ramps, 110 lineal feet of concrete curb, tree removal, landscape restoration and performance of such additional and incidental work as called for by the Specifications and Contract Documents.

Bid documents, including project specifications will be available for pickup beginning on June 6, 2016 after 8:00 a.m. at 29799 SW Town Center Loop East – Wilsonville, Oregon 97070. All proposals must be submitted on the forms furnished in the Charbonneau Pathway Repair contract documents and each must be accompanied by a Bid Guarantee in the amount of 10% of the Total Bid.
The successful bidder will be required to furnish performance and payment bonds for faithful performance of the contract in the amount of 100% of the contract price.
Bidders must be pre-qualified by the Oregon Department of Transportation in the Class of Work “Earthwork & Drainage” and “Asphalt Concrete Paving and Oiling” prior to the date bids are due. In determining the responsiveness and responsibility of any bid submitted, establishing requisite qualification shall not be considered informality. Bids submitted by non-qualified contractors will be rejected as non-responsive.
This is a Contract for a Public Works Project subject to ORS 279C.800 to 279C.870 or the Davis Bacon Act (40 U.S.C. 276a) and not less than the higher of the applicable state or federal prevailing wage must be paid on this project. In addition, all bidders shall be compliant with all tax laws. No bid will be received or considered unless the bid contains a statement by the Bidder as part of the bid that the provisions of ORS 279C.840 or 40 U.S.C. 276a will be met. The existing state prevailing wage and, if applicable, the federal prevailing wage rate, are attached to the Contract Documents. If the federal prevailing wage rate applies, the attachments show which prevailing rate of wage is higher for workers in each trade or occupation as determined by the Commissioner of the Bureau of Labor and Industries.
The performance of this contract does not require a contractor licensed to do asbestos abatement work under ORS 468.883.
No bid for this public improvement contract will be received or considered by the City of Wilsonville unless the bidder is licensed with the Construction Contractor’s Board as required by ORS 701.035 to 701.055 or the State Landscape Contractors Board as specified in OAR 137-049-0230. In addition, a City of Wilsonville Business License or a Metro Business License is also required prior to performing work within the City limits.
The City of Wilsonville reserves the right to reject any bid not in compliance with all prescribed public contracting procedures and requirements, and to reject for good cause all bids upon a finding of the agency that it is in the public interest to do so.
