INVITATION TO BID: RUN-UP APRON, TIE-DOWN APRON AND AIRPORT BEACON TOWER PROJECT FOR THE PRINEVILLE
AIRPORT A.I.P. NO. 3-41-0051-013-2016
PRINEVILLE, OREGON
Bids due: July 14, 2016 @ 2:00 pm
Sealed proposals will be received by Darla Rhoden, Procurement/Contract Administrator, City of Prineville, 387 NE Third Street, Prineville, OR, 97754 until 2 PM local time on the 14th of July, 2016, at which time bids will be publicly opened and read. Sealed proposals may also be sent by mail, but must be received by the date and time above.
The work contemplated consists of, but is not limited to, the following:
• Construction of a run-up apron on Taxiway B
• Construction of a tie-down apron on Taxiway B
• Construction and installation of an Airport Beacon and Tower
• Installation of a supplemental wind cone
• Installation of Airfield electrical equipment in an existing pump house
The contract time will be limited to 60 calendar days to substantially complete all work. Liquidated damages will be assessed per Section 80-08 of the General Provisions should the contractor fail to complete the work within the time limit specified. Sundays and legal holidays shall be excluded in determining days in default.
Contract documents will be available on June 16th, 2016 and may be procured from ARC-Oregon, 1431 N.W. 17th Ave., Portland, Oregon 97209, (503) 227-3424 at the price required for reproduction and shipping. Costs incurred by interested parties are non-refundable.

The proposed contract is subject to the following regulations:
1. Bidders must be qualified in accordance with the applicable parts of ORS 279C in order to enter into a contract with the Owner of Public Work in Oregon. 2. The proposed contract is under and subject to Executive Order 11246 of September 24, 1986 and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions. Bidder agrees to be bound by and will comply with the provisions of the Oregon Prevailing Wage Law (ORS 279C.870 and OAR 839-25), which provides for payment of not less than the applicable prevailing wage rate (state), including fringe benefits, the posting of wage rates on the jobsite, the furnishing of payroll certifications and other requirements. In addition, the Bidder will comply with ORS 279C.520 and ORS 279C.540 in the hours of employment and the payment of overtime.
3. All labor on the project shall be paid no less than the minimum wage rates established by the U.S. Secretary of Labor or the Oregon State Bureau of Labor and Industries, whichever is higher.
4. Each Bidder must supply all information required by the bid documents and specifications.
5. The EEO requirements, labor provisions, and wage rates are included in the specifications and bid documents.
6. Each Bidder must complete, sign and furnish with his or her bid a “Certification of Nonsegregated Facilities” and a statement entitled “Bidders Statement of Previous Contracts Subject to EEO Clause,” as contained in the Bid Proposal.
7. A Contractor having 50 or more employees and his or her subcontractors having 50 or more employees and who may be awarded a subcontract of $50,000 or more will be required to maintain an affirmative action program, the standards for which are contained in the specifications.
8. To be eligible for award each Bidder must comply with the following requirements contained in the Federal Contract Provisions for Airport Improvement Program

9. Minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award of any contract entered into pursuant to this advertisement.
10. Women will be afforded equal opportunity in all areas of employment. However, the employment of women shall not diminish the standards or requirements for the employment of minorities.
11. City of Prineville, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C.§ § 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Each proposal must be submitted on the prescribed form and accompanied by a certified check or Bid Bond on the form bound within the Contract Documents or one similar, payable to Prineville Airport in an amount not less than five percent (5%) of the amount bid. The successful Bidder will be required to furnish a Performance and Payment Bond, each in the full amount of the contract price.
Each prospective Bidder is encouraged to attend a pre-bid conference to be held at 1:30pm, local time on June 30th, 2016 at the Prineville Airport (4585 SW Airport Road, Prineville, OR). At this meeting, questions concerning the Contract Documents or proposed work will be discussed. Answers and clarifications will be in the form of written addenda to the contract and will be mailed to all prospective Bidders. The Owner reserves the right to waive any informality or to reject any or all proposals not in compliance with all prescribed public bidding procedures or not conforming to the intent and purpose of the contract documents. For good cause, all bids may be rejected if it is in the public’s interest to do so. No Bidder may withdraw his or her proposal within ninety (90) days after the actual date of the opening thereof.
The award of the contract is subject to approval of the Federal Aviation Administration and availability of federal funding.
