APARTMENTS – REMODEL OF TWO
APARTMENTS

The City of Salem on behalf of the Salem Housing Authority (“SHA”), will receive sealed bids at Contracts & Procurement, 555 Liberty Street SE, Room 330, City Hall, Salem, Oregon 97301, until, but not after 2:30 p.m., (Local Time) AUGUST 23, 2016, at which time said bids will be publicly opened and read in the Public Works Conference Room 325, City Hall, for the project specified herein.
Bidder’s compliance to ORS 279C.370 regarding submission of the First-Tier Subcontractor Disclosure Form is required. Disclosure forms are provided within the bid documents and must be submitted in a sealed envelope at the location specified in this Invitation to Bid on the bid closing date and within two (2) City business hours after the bid closing time.
Bidders may obtain these bid documents by registering on the Oregon Procurement Information Network (ORPIN) website and downloading them. Bidders shall consult the ORPIN system regularly until closing date and time to avoid missing any notices. To register on ORPIN go to http://orpin. oregon.gov/ope n.dll/welcome. The City shall advertise all Addenda on ORPIN. Prospective bidders are solely responsible for checking ORPIN to deter mine whether or not any Addenda have been issued. Bid documents will not be mailed to prospective bidders.
WORK DESCRIPTION: Convert an existing daycare facility into two (2) handicap accessible one-bedroom apartments.
Bids must be submitted on the proposal forms furnished to the bidders. Proposals shall be submitted in a sealed envelope plainly marked “BID ON SOUTHFAIR APARTMENTS – REMODEL OF TWO APARTMENTS – Bid #167068,” and show the name and business address of the bidder.
Any inquiries, objections to, or comments upon the bid specifications must be submitted in writing to Contracts & Procurement, Office of the Purchasing Manager, City Hall, 555 Liberty Street SE, Room 330, Salem Oregon 97301. They must be received no later than ten (10) City business days before the bid closing date, which shall be AUGUST 5, 2016 at 5:00 p.m.
A MANDATORY PRE-BID CONFERENCE will be held at Southfair Apartments, 1901 Fairgrounds Road NE, Salem, Oregon 97301 promptly at 1:30 p.m. on July 29, 2016. A tour of the project site(s) will follow the pre-bid conference. Only one orientation will be held. The entire pre-bid conference is expected to last approximately one (1) hour.
A surety bond, cashier’s check, or certified check of the bidder in the amount of ten percent (10%) of the bid must be attached to each proposal as bid security. Unsuccessful bidders will have their security refunded to them when the contract has been awarded.
No bid, exceeding $2,000 will be received or considered by the SHA or any of its officers unless the bid contains a statement by the bidder (by signing their proposal) that the provisions of the Davis-Bacon Act (40 U.S.C. 276a) shall be complied with. Every contractor or subcontractor is required to post the applicable prevailing wage rates in a conspicuous and accessible place in or about the work-site for the duration of the job. Contractors and subcontractors who intentionally fail to post the PWR can be made ineligible to receive any public works contract for up to three years.
General Decision Number: OR160016, Dated 06/03/16, are applicable to this project.
Note: The Davis Bacon wage decision does not include the following classifications; these classifications will be requested from Labor Relations upon execution of this contract: Limited Energy Technician, Asbestos Worker/Insulator, Drywall Lather, Ceiling Installer, Drywall Taper, Glazier, Soft Floor Layer. It is assumed for now that all of these classifications will ultimately be set at $25.31 with fringe of $8.77 which is the median skilled wage of the existing classifications.
The SHA reserves the right to reject any or all bids, to waive formalities and of postponing the award of the contract for thirty (30) days. Prices quoted shall be firm for a period of thirty (30) days after the closing date.
Bidders shall use recyclable products to the maximum extent economically feasible in the performance of the contract work set forth in this document.
Attention is called to the provisions for equal employment opportunity, and payment of not less than the minimum salaries and wages as set forth in the specifications must be paid on this project.
NOTE: This project is federally funded through the Community Development Block Grant fund and all requirements of that agency pertaining to bidding and contract performance shall be strictly adhered to.
No bid for a construction contract shall be received or considered by the public contracting agency unless the bidder is registered with the Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530.
HUMAN RIGHTS. It is the express policy of the SHA that no person shall be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity on the grounds of race, religion, color, national origin, sex, marital status, familial identity or source of income as provided by Salem Revised Code Chapter 97, Title VI of the Civil Rights Act of 1964 and other federal non-discrimination laws. A bidder or proposer who competes for or is awarded a public contract may not discriminate against a subcontractor in awarding a subcontract because the subcontractor is a minority, women or emerging small business enterprise certified under ORS 200.055 or a business enterprise that is owned or controlled by or that employs a disabled veteran, as defined in ORS 408.225. Contractor agrees to comply with all applicable requirements of federal, state and local civil rights and rehabilitation statutes, rules and regulations if awarded a contract by the SHA. In all solicitations either by competitive bidding or negotiation made by Bidder for work to be performed under a subcontract, including procurements of materials or leases of equipment, each potential subcontractor or supplier shall be notified by the Bidders of the Bidders’s obligations under this Bid and the Salem Revised Code Chapter 97, Title VI of the Civil Rights Act of 1964 and other federal nondiscrimination laws.
