NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro City Council at or shortly after 7:00 p.m., on Tuesday, August 16, 2016, in the Shirley Huffman Auditorium of the Hillsboro Civic Center, 150 E Main Street, Hillsboro. At this hearing, the City Council will consider withdrawal from the boundaries of certain districts for two properties totaling approximately 0.93 acres in size, which was approved for annexation into the City limits on July 5, 2016 (Case File No. AN-004-16). Upon further review, the property should also be withdrawn from the Washington County Enhanced Sheriff Patrol, Washington County Urban Road Maintenance, and Tualatin Hills Parks and Recreation District, which will be considered at this public hearing.
The subject properties can be specifically identified as Tax Lots 300 and 5000 on Washington County Assessor’s Tax Map 1N2-35CD and are addressed as 320 and 350 NW Cornelius Pass Road. The property owner is Lovina Mann and the applicant is the City of Hillsboro.
The approval criteria for withdrawing property from a service district when that property has been incorporated or annexed into a city are listed in Oregon Revised Statute (ORS) 222.524 and Metro Code Sections 3.09.045 and 3.09.050. The applicable criteria may be viewed online or in the Planning Department office. The staff report on this subject will be available on Monday, August 1, 2016 at 4:00 p.m. The complete record, staff report, and all related criteria are available at the Hillsboro Planning Department for public inspection at no cost, and/or copies can be provided at reasonable cost. Materials can be reviewed from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Hillsboro Civic Center, 150 E Main Street, Fourth Floor, Hillsboro, Oregon.
All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. If you are unable to attend the hearing, you may submit a written statement to the Planning Director at 150 E Main Street, Hillsboro, Oregon 97123, on or before the hearing date. Please reference the Case File No. in all written correspondence. Telephone conversations cannot be accepted as testimony. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
