INVITATION TO BID: EXTERIOR PAINTING SERVICES (NO 2016.088B)

Notice is hereby given that the Housing Authority of Washington County (HAWC), Oregon is requesting sealed bids for exterior siding services contract to include the installation and repair of vinyl siding and T1-11 replacement. The properties are owned and maintained by the HAWC and range from single-family residences to multi-family apartments. The units are located throughout Washington County.
Bids sealed and marked, with the words “Bid, Bid Number and Project Name” and the words “To Be Opened Only by Authorized Staff” will be received by Mike Derrickson, Buyer, Purchasing Division until the Bid Closing of 11:00 A.M., Thursday, August 18, 2016 in the Purchasing Division Office, Suite 270, 155 North First Avenue, Hillsboro, Oregon. Bids will be opened immediately thereafter and publicly read aloud. Bids received after the designated time and date, per the official bid clock located in Purchasing, will be returned unopened. Bids will be available for public inspection following the bid opening.
Maximum expenditure for this contract will be $80,000.00. Contract period will be from date of execution through August 31, 2019.

An informational pre bid-meeting will be held on Wednesday, August 3, 2016 beginning at 9:00 a.m. Bid documents will not be available at the pre-bid. Contractors should obtain and review documents prior to attending the pre-bid. The pre-bid will be held at 705 Willamina St, Forest Grove OR 97116.
• Licensing per ORS 468A.720 (working with asbestos) is not required for this project.
• All bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids. Failure to register will be sufficient cause to reject bids as “non-responsive.
• Bidders shall demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program.
Bids must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120.
The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids and may cancel this procurement upon a finding by the County it is in the public interest to do so.
This project is financed with funds obtained from the U.S. Department of Housing and Urban Development. The contract will be subject to regulations of the Departments of Labor and Housing and Urban Development. Attention is called to Federal Provisions for Equal Employment Opportunity, HUD Section 3 Requirements, and the minimum wages as set forth in the contract documents.
The Washington County Board of Commissioners reserves the right to waive any and all informalities in the best interest of the County.
The County does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided that they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements.
