REQUEST FOR PROPOSALS: ENGINEERING SERVICES (MUNICIPAL ELECTRIC UTILITY)

The City of Ashland is seeking proposals from qualified electrical engineering firms to provide electrical engineering services to the City’s Electric Department on an on-call, as needed and/or project basis. The successful firm will provide electrical engineering expertise on distribution and substation systems, including automated system modeling. They will also need to provide support for the electric SCADA systems, hydroelectric generator and associated components.
The City of Ashland, located at the southern tip of Oregon’s Rogue Valley, owns and operates a municipal electric utility serving approximately 12,000 customers both commercial and residential. The City purchases electricity from Bonneville Power Administration, operates its own hydroelectric generator (less than 1MW), and has a number of distributed generation installations (roof top solar). The City’s 12.47kv distribution system is fed from three substations, two owned by Pacific Power and one owned by BPA. The City’s historic peak load is approximately 44MW.
CVO Electrical Systems completed an Electric System 10-Year Planning Study for the City of Ashland in July, 2014, and a summary of the study and list of upcoming projects is included as an exhibit to the RFP. The Electric Department is looking for an engineering firm to provide support in implementing recommendations from the CVO study as well as other projects on the City’s electric system, SCADA systems, and hydro electric generator.
The City’s intent is to award a contract to the successful proposer for a term of two years, with the option of extending the contract annually for up to three additional years for a maximum term of five (5) years.

Click on REQUEST BID PACKET (beneath the public notice), log in to the system and download the solicitation documents. You will need to log in to the system each time you would like to download the solicitation documents and any subsequently issued addenda.
In accordance with AMC Section 2.50.080, Competitive sealed bids and competitive sealed proposals may be available online, but applicants will NOT be able to submit their proposals and/or responses online. Bids and proposals must be delivered in hard copy form to the City in accordance with the requirements outlined in the RFP. Individuals that obtain the solicitation materials electronically are responsible for regularly checking for instructions, addenda, and related materials.
Sealed Proposals must be received prior to 2:00 PM (PST), Thursday, October 20, 2016, by Kari Olson, Purchasing Representative in the City of Ashland, Purchasing Office located at 90 N. Mountain Avenue, Ashland OR 97520. The proposals will be opened at 2:00PM (PST), Thursday, October 20, 2016, and the City will record and make available the identities of the proposers. Proposals will not be available for inspection until after the evaluation process has been completed and the Notice of Intent to Award has been issued.
