INVITATION TO BID: RIVERGROVE WATER DISTRICT 2016 WELL NO. 1 ELECTRICAL
IMPROVEMENTS

Sealed proposals for the Rivergrove Water District (District) 2016 Well No. 1 Electrical Improvements project will be received by DJ Ezell, District Manager, at 17661 Pilkington Road, Lake Oswego, OR 97035, until the BID CLOSING at 2:00 PM, local time, on October 20, 2016, at which time the bids will be publicly opened and read. No bids will be received after the BID CLOSING time. First-Tier Subcontractor Disclosure forms will be received at the above mentioned location and date, until 4:00 PM, local time.
The work contemplated consists of replacing electrical service entrance equipment for Well No. 1, including demolition of existing electrical equipment and furnishing and installing new service disconnect, new automatic transfer switch for District-supplied standby generator, new soft-starter for Well No. 1 pump, and associated electrical work.
The Contract Documents for the above project may be examined at Murray, Smith & Associates, Inc., 888 SW Fifth, Suite 1170, Portland, Oregon 97204, Phone (503) 225-9010, on working days, between the hours of 8:00 AM and 5:00 PM, and at local plan centers.
Copies of said documents may also be obtained from Murray, Smith & Associates, Inc. upon payment of $35.00 for each set plus $5.00 additional if mailing is requested (check or money order only please). This amount is not refundable and return of the documents is not required.
No proposal will be considered by the District unless the Bid contains a statement by the Bidder that the Bidder will comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable. Contractor licensing under ORS 468A.720 for working with asbestos-containing materials is not a requirement of this project. Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the bidder is registered with the Construction Contractors Board, as required by ORS 701.035.ET.SEQ. No bid will be considered unless the First-Tier Subcontractor Disclosure form is submitted by the specified deadline. Faxed copies will NOT be accepted.
Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of the District in an amount not less than 5 percent of the amount bid. The successful bidder will be required to furnish to the District a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid. The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000, unless exempt under ORS 279C.
The District reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of the District. The District may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so.
