INVITATION TO BID: EAGLE PARK
CONSTRUCTION PROJECT
BEND, OR
Bids due: October 27, 2016 @ 2:00 pm
Sealed bids will be accepted by Brian Hudspeth at the Bend Park & Recreation District Administration Office, 799 SW Columbia Street, Bend, Oregon 97702 until 2:00 pm local time, October 27, 2016, at which time and place bidding will be closed, and the bids opened and read. No bids will be received after closing. Each bidder is required to submit a First-Tier Subcontractor Disclosure Form, as required by ORS 279C.370, in a separate envelope within two (2) hours of the bid closing time. The District will reject a bid if the bidder fails to submit the required disclosure form by this deadline.
The project is located at 62891 NE Nolan Street, Bend, Oregon.
This work includes, but is not limited to: Installation and construction of concrete walks and pads, soft surface paths, playground surfacing, site furnishings, playground and play areas, irrigation and landscape.
The bid proposal (“Bid”) shall be submitted in a sealed envelope and marked: “Hillside Park Improvements.”
Prequalification prior to submission of a Bid is not required.
Plans, specifications, addenda, and notifications of Proposal results for this project may be viewed, printed or ordered on line from Premier Builders Exchange at www.premierbx.com, then click on Public Works Projects. Proposers are responsible for checking this web site for the issuance of any addenda prior to submitting a Proposal. “Prime” Proposers should register with Premier Builders Exchange as a planholder to Proposal this project. If the prime Proposer/general contractor does not register with the plan center, the general contractor will still be held responsible for all addenda’s/changes to the documents and will be considered non-responsive if their Proposal does not reflect those addenda/changes.

Each bid must contain a certification declaring the bidder’s residency status, as defined in ORS 279A.120. In determining the lowest responsive Bid, the District shall, in accordance with OAR 137-046-0310, add a percentage increase to the Bid of a nonresident bidder equal to the percentage, if any, of the preference given to the bidder in the state in which the bidder resides.
The successful bidder must comply with the Oregon Public Contracting Code (ORS 279A, 279B and 279C) and the District’s public contracting rules, as all are amended from time to time, in the performance of the work.
The project is a public works project subject to the state prevailing wage rates under ORS 279C.800 to 279C.870. No bid will be received or considered unless the bid contains a statement that the bidder will comply with ORS 279C.838, 279C.840. The wage rates will be found at http://www.oregon.gov/boli/WHD/PWR/Pages/pwr_state.aspx, the July 1, 2016 PWR Book, and the August 9, 2016 Correction to Prevailing Wage Rates. Each bid must be accompanied by a bid security of five percent (5%) of the amount bid.
The District may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause all bids upon a finding of the District that it is in the public interest to do so in accordance with ORS 279B.100.
No bid shall be received or considered unless the bidder is licensed by the Construction Contractors Board, or by the State Landscape Contractors Board, as applicable, as required by ORS 671.530.
This work does not require a licensed asbestos abatement contractor
