NOTICE OF PUBLIC HEARING Gladstone Planning Commission Tuesday, January 21, 2025

On Tuesday, January 21, 2025, beginning no earlier than 6:30
p.m. the Gladstone Planning Commission will conduct a public
hearing in the Gladstone City Hall Council Chambers, 18505
Portland Avenue, Gladstone, OR 97027 to consider the following
updates to the Gladstone Municipal Code (TXT 25-01):
Floodplain Code Updates: The proposed code updates allow the
city to comply with regulations of the Federal Emergency Management
Agency (FEMA) so that property owners, businesses
and renters in Gladstone continue to be eligible for the National
Flood Insurance Program (NFIP). Updates to the code require
anyone wanting to develop in the floodplain to demonstrate
that there will be no net loss of the three floodplain functions:
floodplain storage (undeveloped space), water quality (pervious
surfaces) and vegetation (trees measuring 6” DBH or greater).
The City of Gladstone is abiding by guidelines set forth in
House Bill 2560, which requires the governing body of the public
body, to extent reasonably possible, to make all meetings
accessible remotely through technological means and provide
opportunity for members of general public to remotely submit
oral and written testimony during meetings to extent in-person
oral and written testimony is allowed. Therefore, this meeting
will be open to the public both in person and virtually using the
Zoom platform. The Zoom link to the public hearing and details
on how to observe and testify online or by telephone will be
available after January 14, 2025 on our website:

meeting-88. City Council will hold a separate public
hearing on February 11, 2025, to consider the amendments recommended
by the Planning Commission.
The proposals are subject to Chapter 17.68, Amendments and
Zone Changes of Title 17 of the Gladstone Municipal Code
and are available for inspection at Gladstone City Hall Monday
through Friday, from 8:00 a.m. to 5:00 p.m. A copy of the proposals

Failure to raise an issue in a hearing, in person or by letter, or
failure to provide statements or evidence sufficient to afford the
decision maker an opportunity to respond to the issue precludes
appeal to the Land Use Board of Appeals based on that issue.
