PUBLIC NOTICE Approval of a Sole Source Procurement First date of publication: September 1, 2021 The City Administrator for the City of Dundee, as authorized by the City’s public contracting code, has determined based on written findings, that the following Goods and Services are available from only one source. The City is undertaking an expansion project of its membrane bioreactor in its wastewater treatment plant. As Kubota Membrane U.S.A. (Kubota) constructed and installed ten new proprietary, submerged membrane units in two membrane basins during a previous project, the only supplier that can provide new and/or replacement membrane cassettes to effectively continuing the use of the wastewater treatment plant is Kubota. Therefore, the City will be procuring six (6) additional membrane cassettes from Kubota as approved in its Sole Source Procurement. The City will also be procuring six (6) sets of guide and stabilizer pipes, sixty (60) fasteners, six (6) sets of seismic braces, one (1) diffuser cleaning header pipe as associated equipment and instrumentation, as well as the required ancillary connections, valves and attachments. An affected person may protest the determination that the membrane cassettes and associated equipment are available from only one source in accordance with OAR 137-047-0710. A written protest shall be delivered to the following address: Rob Daykin, City Administrator, City of Dundee, 620 SW 5th Street, Dundee, OR 97115. The seven (7) day protest period will expire at 5:00 pm on September 8, 2021. A protest must contain all the information required by OAR 137-047-0710 to be considered a valid protest. Incomplete protests will not be considered. This public notice is being published at least once in at least one newspaper of general statewide circulation and on the City’s website at least seven days prior to the award of a public contract resulting from this determination of a Sole Source Procurement.
