CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE HCP-001-23 HOUSING NEEDS ANALYSIS NOTICE IS HEREBY GIVEN that a public hearing will be held before the Planning Commission at or shortly after 6:00 pm, at their regular meeting on Wednesday, July 12, 2023. This meeting will be held in person in Conference Room 113, located on the 1st floor at the Civic Center, 150 E Main Street, Hillsboro, AND remotely via Zoom. Instructions on how to join the Zoom virtual meeting are listed below. At the hearing, the Planning Commission will consider text amendments to Hillsboro Comprehensive Plan. The Housing Needs Analysis (HNA) develops an inventory of buildable lands (supply) and estimates the residential land needs (demand) over a 20-year period. The City of Hillsboro’s last HNA was adopted in 2016. The HNA 2023 assesses whether Hillsboro has adequate current and future housing to meet the need for the next 20 years. The HNA must comply with Oregon Revised Statutes, Oregon Administrative Rules, and applicable Metro policies and plans. The City contracted with consultant MIG and sub-consultant Johnson Economics to assist the City in producing the HNA Draft Report 2023. The City is using a minor text amendment procedure to adopt the HNA which can be found in the Community Development Code (CDC) Section 12.70.060, and the approval criteria can be found in Section 12.80.164 of the CDC. The CDC may be viewed online at www.hillsborooregon.gov/communitydevelopmentcode or in the Planning Division office. The complete application, staff report and responses to all related criteria for this application will be available at https://hillsboro-oregon.civicweb.net/Portal/ by Wednesday, July 5, 2023. All interested persons are invited to attend this hearing in-person or virtually on Zoom (instructions below) and will be given an opportunity to be heard concerning the proposal. Testimony can be submitted in writing prior to the meeting or provided during the hearing. Instructions are provided below on how to provide that testimony. You will need to provide your name, phone number, and address when providing testimony so that the City can provide you with the necessary documents following the hearing. At the hearing, the Hearings Officer will call for public testimony, at which time you may request to speak. You will have three minutes once called upon. You will have three minutes to speak once called upon. Members of the public using Zoom will not be able to share their screen during the meeting; presentation materials should be submitted as written testimony by 5:00 pm on the day of the hearing to communitydevelopment@hillsboro-oregon.gov. Testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. Oregon Revised Statutes (ORS) 197.797 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. Pursuant to ORS 197.797, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
