NOTICE OF PUBLIC HEARING-City of North Plains In-Person and Virtual (Hybrid) Meetings NOTICE IS HEREBY GIVEN that at 7:00 PM on Wednesday, August 9th, 2023, at Jessie Mays Community Center, 30975 NW Hillcrest Street and on Zoom, the City of North Plains Planning Commission will hold an open Public Hearing on the following: City File Number CPA 23-056(1) & (2) – North Plains Urban Growth Boundary (UGB) Amendment and Comprehensive Plan Text Amendment and Housing Needs Analysis (HNA) Update The City of North Plains is seeking Type IV Legislative and Other Decisions approval for an Urban Growth Boundary (UGB) expansion and updated Housing Needs Analysis (HNA). The City of North Plains proposes an expansion to the city’s current Urban Growth Boundary (UGB). The City’s 2017, Housing Needs Analysis (HNA), updated in 2022, identifies a need for 167 acres of land to meet residential demands through 2037, including land for parks and infrastructure. The 2018 Economic Opportunities Analysis (EOA), updated in 2022, identifies a need for 515 acres to meet industrial land needs and 172 acres to meet commercial land needs through 2038, including land for infrastructure. Combined, these studies estimate a need for 855.2 acres to meet the city’s 20-year land need. The proposed UGB Expansion and associated Comprehensive Plan Text Amendment detail the city’s analysis in determining how much land to include in the expansion area and where to expand, as well as the policies associated with such an expansion. The City of North Plains proposes an update to the 2017 Housing Needs Analysis (HNA), which requires a Type IV legislative amendment. The proposed update was completed in 2022 and is being proposed for adoption in 2023 for concurrence with the Urban Growth Boundary (UGB) Expansion also being considered for adoption by the city. Anyone is welcome to participate. There will be an opportunity during the public hearing(s) to ask questions or provide testimony. The public hearing will be conducted according to the process identified in Development Code 155.032. The application and all evidence relied upon by the City to make the decisions is in the public record and is available for inspection by calling or emailing Planning Manager Steve Miller. Copies can be provided at a reasonable cost. The City’s staff report and recommendation to the Planning Commission will be available for review no later than one week prior to the public hearing. The staff report and recommendation will be available for review on the City’s website for the August 9th Planning Commission meeting, as well as at City Hall. Failure to raise an issue in sufficient detail during the comment period or at the public hearing may preclude an appeal to the Land Conservation and Development Commission (LCDC) or Appeals/Circuit Court on that issue. Only comments on the applicable criteria are considered relevant evidence. The hearing will be opened for presentation by the city and the applicant and then opened to the public. The hearing can be closed or continued at the discretion of the Planning Commission. After the comment period closes on the public hearing, the Planning Commission shall make a recommendation to the City Council. The City Council will then hold additional public hearings and then the city will be adopting an ordinance that will then need to be adopted by Washington County prior to submittal to DLCD for acknowledgment. Thus, the traditional notice of decision and opportunity to appeal to LUBA after ordinance adoption doesn’t apply here.
