NOTICE OF PUBLIC HEARING YANHILL COUNTY BOARD OF COMMISSIONERS NOTICE IS HEREBY GIVEN that the Yamhill County Board of Commissioners (the Board) will hold a public hearing on Thursday, March 12, 2020, at 10:00 a.m. in Room 32 of the Yamhill County Courthouse, 535 NE 5th Street, McMinnville, Oregon 97128 to consider an application by the Newberg Boat Club/Columbia Outboard Racing Association for an outdoor mass gathering permit to hold a two-day boat race. Outdoor mass gathering permits are required by Yamhill County Ordinance 580. The application seeks to reserve exclusive use of Rogers Landing Park, Newberg, beginning at 5:00pm on Friday, May 22, until 11:59pm on Sunday, May 24, for the 2020 Memorial Day weekend boat races to be held May 23 and May 24. The application also requests approval of overnight camping privileges for members of the Newberg Boat Club, for equipment security and for participants, starting on Thursday May 21 through Sunday, May 24, 2020. The application also requests access to Rogers Landing Park starting Thursday, May 21 to begin moving in equipment, on Friday, May 22, for set-up purposes, and for Saturday, May 23 and Sunday, May 24, 2020 for the event itself and access on Monday, May 25 for tear-down and clean-up purposes. The application also seeks a waiver of the Mass Gathering Permit fee, requests access to Rogers Landing Park on May 16 and 17 for pre-race activities, requests permission to construct a temporary safety fence and requests authorization to deny access to outside concessions and solicitors. The Board has authority under the county’s Parks Ordinance, No. 619, to authorize exclusive use of Rogers Landing Park. Yamhill County Ordinance 580 provides that the county shall issue a permit for an outdoor mass gathering when the organizer demonstrates compliance with reasonable health and safety requirements proposed by local and state law enforcement, health, and fire authorities. Interested persons may attend the public hearing and offer oral or written testimony to assist the Board in making a decision. The application and Yamhill County ordinances are available for public review in the Board of Commissioners Office, 434 NE Evans St, McMinnville, during regular business hours.
