The Annexation & Zone Change applications will be heard by City Council at or shortly after 7:00 p.m., on April 21, 2020 by teleconference. You may view the staff report and application materials on our website at https://hillsboro-oregon.civicweb.net NOTICE IS HEREBY GIVEN that two public hearings will be held before the Hillsboro City Council at or shortly after 7:00 p.m., on Tuesday, April 21, 2020, in the Shirley Huffman Auditorium of the Civic Center, 150 E Main Street, Hillsboro. At the first hearing, the City Council will consider an application for annexation of one property approximately 17.56 acres in size into the City limits of Hillsboro. The purpose for annexation is to facilitate future development of the property. The second hearing is for a City-initiated zone change to apply the City’s I-S Industrial Sanctuary zone upon annexation. The property is currently zoned County FD-20 Future Development – 20 acres. The subject property can be specifically identified as Tax Lot 2500 on Washington County Assessor’s Tax Map 1N2-21, and is generally located north of NW Huffman Street, south of NW Meek Road, east of NE Starr Boulevard, and west of NE Brookwood Parkway. The property is owned by QTS Investment Properties Hillsboro, LLC and the applicant is Collin Scott, QTS. The applicable criteria for an annexation are listed in Metro Code Chapter 3.09.045 and 3.09.050 and Section 12.80.010 of the Community Development Code (CDC). The applicable criteria for a zone change are listed in CDC Section 12.80.160. The CDC may be viewed online at www.hillsboro-oregon.gov/communitydevelopmentcode or in the Planning Department office. Annexation of the property would also include its withdrawal from the Tualatin Valley Fire and Rescue Service District. The Annexation staff report will be available on Monday, April 6, 2020 at 4:00 p.m. The Zone Change staff report will be available on Tuesday, April 14, 2020 at 4:00 p.m. The complete application, staff reports, and all related criteria are available at the Hillsboro Planning Department for public inspection at no cost, and/or copies can be provided at reasonable cost. Materials can be reviewed from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Civic Center, 150 East Main Street, Fourth Floor, Hillsboro, Oregon. All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. If you are unable to attend the hearing, you may submit a written statement to the Planning Director at 150 E Main Street, Hillsboro, Oregon 97123, on or before the hearing date.
