CLACKAMAS COUNTY CM/GC SERVICES FOR THE WEBSTER ROAD REDEVELOPMENT PROJECT Proposals due: June 4, 2020 @ 2:00 pm REQUEST FOR PROPOSALS Notice is hereby given that the Housing Authority of Clackamas County (HACC), through its Board of Commissioners, is soliciting proposals from interested firms or teams to provide CM/GC (including pre-construction) services for the Webster Road Redevelopment Project. Proposers responding to this request will be evaluated on several factors, including but not limited to fee, qualifications, prior experience with housing authorities, quality control approach, and overall project approach per outline in the Request for Proposals (RFP). RFP Documents can be downloaded from ORPIN at the following address: http://orpin.oregon.gov/open.dll/welcome , Document No. C01010-2020-36-20. Prospective Proposers will need to sign in to download the information and that information will be accumulated for a Plan Holder’s List. Prospective Proposers are responsible for obtaining any Addenda, clarifying questions, and Notices of Award from ORPIN. Sealed Proposals are to be sent to Clackamas County Procurement Services – Attention George Marlton, Chief Procurement Officer at 2051 Kaen Road, Oregon City, Oregon, 97045 or may be emailed to procurement@clackamas.us. The notice of the RFP will be posted on the HACC website https://www.clackamas.us/housingauthority/bids.html however the entire RFP packet will be available only on the Oregon Procurement Information Network (ORPIN). A Non-Mandatory Pre-Proposal Conference will be conducted on May 14, 2020 at 11:00AM. Proposers shall meet with County representatives at 1800 Webster Road, Gladstone, Oregon 97027 for that purpose. Attendance will be documented through a sign-in sheet prepared by the County representative. Due to the COVID-19 Emergency, HACC is requesting that firms limit their attendance to 2 members in order to maintain social distancing rules. In addition, please consider wearing masks. PREVAILING WAGE Prevailing Wage Rates requirements apply to this Project because the maximum compensation for all Owner-contracted Work is more than $50,000. Contractor and all subcontractors shall comply with the provisions of the Davis-Bacon Act (40 U.S.C. 3141 et seq) and ORS 279C.800 through 279C.870, and shall pay the higher of either the state or federal prevailing wage rates for the type of work being performed.
