Public Notice City of Troutdale Notice of Receipt of Ballot Title Notice is hereby given that a ballot title for an initiative petition has been filed with the City’s Election Official on May 22, 2020. The City Attorney has determined that the prospective initiative petition complies with the constitutional requirements. The ballot title is as follows: CAPTION: Amends charter; city officers elected by ranked-scoring STAR Voting QUESTION: Shall voters score city officer candidates in order of preference, with two step counting process (Score Then Automatic Runoff voting)? SUMMARY: Measure amends city charter to use Score Then Automatic Runoff (STAR) voting procedures for mayor and city councilor elections. Ballots must explain STAR voting process and state how many seats will be filled from each candidate group. Measure permits voters to rank (score) candidates in order of preference, from zero (lowest) to five (highest), and allows voters to give the same score number to multiple candidates. Ballots are counted twice to determine winner. In first scoring count, the score numbers for each candidate are added together. Blanks count zero. For example, scores of five and two total seven.
