EUGENE WATER & ELECTRIC BOARD (EWEB) HAZARD MITIGATION 406 PROJECT – ELECTRIC SERVICE CONVERSIONS/RELOCATIONS Bids due: July 29, 2020 @ 2:00 pm INVITATION TO BID ITB 20-152-PW The Eugene Water & Electric Board (EWEB) requests bids for electric service conversions/relocations as part of EWEB’s Hazard Mitigation 406 Project. This project is funded in whole or in part by the Federal Emergency Management Agency (FEMA) Public Assistance Program Bidders shall meet the following Minimum Contractor Qualifications: — Contactor must have been in business for residential electrical construction for the last 10 years. — The Project Superintendent shall have 10 complete years of construction experience since year 2009, of which 5 years are managing projects of similar or larger size and scope. Bidders shall comply with all BOLI and CCB requirements, as outlined in www.oregon.gov/BOLI and http://www.oregon.gov/ccb/Pages/index.aspx. A Bid Security/Bid Bond and Performance and Payment Bond are required for this contract. The bid package may be inspected online on the State of Oregon’s bid site (ORPIN): https://orpin.oregon.gov. Bid Submission Deadline: Sealed bids shall be submitted to Ramie Alkire, Purchasing Analyst, before 2:00 PM Pacific Standard Time, on July 29, 2020 and delivered according to the bid submission instructions contained in the bid solicitation document. Bids will be opened immediately thereafter and recorded. First-tier subcontractor list (Section 00430) shall be submitted, preferably in a separate envelope by 4:00 PM PST, on July 29, 2020. Bids and required subcontractor’s list received after their respective deadlines will NOT be considered. No faxed bids will be accepted. A mandatory pre-bid meeting will be held at 9:00 a.m., on July 14, 2020, at EWEB’s Roosevelt Operations Center, 4200 Roosevelt Blvd., Eugene, Oregon. Attendance is mandatory for the prime bidders. Subcontractors are encouraged to attend, but their attendance is not mandatory. By submission of a bid, the bidder agrees to comply with the provisions of 279C.800 through 279C.870 relating to the latest version of State of Oregon’s BOLI Prevailing Wage Rates.
