Clackamas County intends to amend its 2017-2021 Consolidated Plan in the following manner: On March 2, 2020, Clackamas County declared a state of emergency in response to coronavirus The declaration enabled the county to streamline resources and staffing and establish emergency policies and protocols. On March 16, 2020 Commissioners encourage public to refrain from attending public meetings of the Board; instead participate digitally, by phone or participate through the county web meeting portal online or to watch the meetings live online. Notice of Substantial Amendment to the Program Year 2019-2020 (2019 Action Plan) All comments are welcomed and encouraged on the following proposed changes to the County Community Development Division’s 2019 Community Development Action Plan. This Action Plan program year amendment is in response to the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136. The CARES Act second allocation of Emergency Solutions Grant COVID 19 (ESG CV2) funding allocated $2,528,172 to Clackamas County to prevent, prepare for, and respond to the Coronavirus pandemic. Emergency Solutions Grant (ESG CV2) funds of $2,528,172 will be added to the 2019 Action Plan program year. These CARES Act COVID funds will provide $500,000 for Homeless Prevention services. $1,265,000 will be distributed to community based homeless services providers and county services as a combination of Homeless Shelter Services including shelter staffing, shelter operations and, hotel and motel vouchers for homeless persons and homeless families impacted by the Coronavirus. $960,355 of these funds will provide Rapid Rehousing Services and rent assistance to get homeless households back into housing. $252,817 will be to support grants Administration and contract monitoring. $50,000 will be in support of data reporting through Homeless Management Information System (HMIS) HUD reporting. All COVID Projects and funding levels will be determined in coordination with the County’s COVID 19 Emergency Operations Center activated on February 28, 2020.
