PUBLIC NOTICE Notice is hereby given that the Estacada Planning Commission will hold a public hearing on Thursday, August 6, 2020, beginning at 7:00 pm in the Estacada City Council Chambers, Estacada, Oregon, to consider the following applications: To help prevent the spread of COVID-19 and to protect our more vulnerable members of the community, the City of Estacada will be holding public meetings virtually. Everyone is encouraged to please attend the meeting online or by phone. Written testimony can also be submitted, but must be submitted by 4:00 pm to the City Recorder on the date of the meeting. To email written testimony send to hovda@cityofestacada.org. Annexation application #2020-01-ANNEX. The applicants, William Hilands, David E. Hilands, James Richer, Laurie & John Ansell, Friends of Estacada Community Center, Brett Grantham, and Marc Jeremiah Bast, are requesting annexation of property described as 34E, 17, tax lots 200, 300, 700, 900, 2000, 2100 & 34E, 17D, tax lots 201, 300, 1600, 1900 & 1901 into the City limits of Estacada. The application includes a corresponding zone change from Clackamas County zoning (RRFF5 and EFU) to City of Estacada zoning (R-1, NCR, CMU, and H-C) consistent with Comprehensive Plan designations. The Planning Commission will consider, concurrent with the submitted application, the City’s proposal to annex adjacent right-of-way on Eagle Creek Road, Duus Road, and Cemetery Road. The application is subject to the criteria in Section 16.124 of the Estacada Municipal Code and applicable policies in the Estacada Comprehensive Plan. The Planning Commission will forward a recommendation to the Estacada City Council, who will hold a public hearing on Monday, August 24, 2020. Anyone wishing to present written testimony on this proposed action may do so in writing prior to or at the Public Hearing. Testimony and evidence must be directed toward the applicable approval criteria or other criteria, which a person believes to apply to the decision. Failure to raise an issue in a hearing, in person, or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes appeal of the Commission’s decision based upon that issue. A copy of the application and applicable criteria is available for inspection at no cost in the City Recorder’s Office at City Hall. Copies of the document will be provided at reasonable cost. A copy of the City’s staff report will be available for inspection at no cost at least seven days prior to the Public Hearing.
