The Appellants challenge the Planning Commission’s Findings relating to Crook County Code 18.16.060(3) and 18.161.010(2) which implement Oregon Administrative Rule 660-033-0130(38). Specifically, the appellants have detailed inadequacies of the applicant’s site assessment methodology and proposed mitigation plan.
