CITY OF HILLSBORO NOTICE OF PUBLIC HEARINGS CASE FILE NOS. AN-004-20, HCP-001-20 & ZC-004-20: Rodriguez – Cairns NOTICE IS HEREBY GIVEN that three public hearings will be held before the City Council through a Zoom virtual meeting at or shortly after 6:00 p.m., on Tuesday, September 1, 2020. The City Council will consider a request for annexation of a portion of one property (Tax Lot 900) approximately 24,126 square feet in size, into the City limits of Hillsboro. Upon receipt of the Annexation, the City-initiated a Comprehensive Plan Map Amendment (HCP) (Case File No.: HCP-001-20) and a Zone Change (Case File No.: ZC-004-20) to run concurrently with the Annexation request. The HCP would change the current Comprehensive Plan Map designations of both properties from RL Residential Low Density and IN industrial to RM Residential Medium Density. The Zone Change would change the current zoning designations of CO County and SFR-7 and would apply a City zone of MFR-1 Multi-Family Residential to the subject properties upon annexation. The purpose of the requested Annexation and map amendments is to remove the current split designations on the properties and to bring the properties into compliance to allow for future residential development. The Planning Commission is scheduled to initiate both the HCP and Zone Change requests at their regular meeting on August 12, 2020. The subject properties can be specifically identified as Tax Lots 800 and 900 on Washington County Assessor’s Tax Map 1S2-06D, and are generally located north of SE Tamango Street, south of SE Marinette Avenue, east SE 8th Avenue, and west of SE Portlandia Avenue. The property owners are Sergio Rodriguez and John Cairns and the applicant is Curtis Rystad. The applicable criteria for an annexation are listed in Metro Code Chapters 3.09.045 and 3.09.050 and Section 12.80.010 of the CDC. The applicable criteria for Zoning and Comprehensive Plan Amendments are listed in CDC Section 12.80.160. Annexation of the properties would also include its withdrawal from Tualatin Valley Fire and Rescue District and the Urban Road Maintenance District and annexation into the Clean Water Services District. The Annexation staff report will be available on Monday, August 17, 2020 at 4:00 p.m., and the HCP and Zone Change staff reports will be available on Tuesday, August 25, 2020 at 4:00 p.m. While these staff reports will be available prior to being posted on the City’s website, you may contact Rachel Marble, at rachel.marble@hillsboro-oregon.gov to request copies of the staff reports. All interested persons are invited to attend this virtual Zoom meeting and will be given an opportunity to be heard concerning the proposal. Testimony can be provided during the meeting via teleconference or submitted in writing prior to the meeting. The agenda packet will be updated after 8 am with the testimony received via email. Teleconference Testimony: Pre-register to speak during the public hearing by providing your name and phone number, or Zoom name, to the City Recorder’s Office before 8 am on Tuesday, September 1st. Information on how to join the Zoom virtual meeting will be given at this time. During the public hearing, the Mayor will read down the list of those who pre-registered. When the Mayor calls out your name, you will have three minutes to speak. Members of the public using Zoom will not be able to share their screen during the meeting; presentation materials should be submitted as written testimony. Testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant.
