That action may include approval of the application as presented, adoption of a revised proposal based on testimony on the public hearing or denial. Interested persons are invited to attend the public hearing through Zoom or provide written comment to City Hall by 4:00 p.m. on the date of the hearing. Failure to raise an issue in the hearing or during the comment period, in person or by letter, or failure to provide sufficient specific detail to give the decision maker or hearing body an opportunity to respond to the issue, precludes appeal to the land use board of appeals on that issue. Issues shall be raised with sufficient specificity to enable the decision-maker to respond to the issue.
