City Files 21-016 and 21-017 Brynhill Rowhomes Design Review and Master Plan Refinement

NOTICE OF PUBLIC HEARINGS-City of North Plains NOTICE IS HEREBY GIVEN that at 7:00 PM on May 12, 2021, the City of North Plains Planning Commission will hold an open Public Hearing at Jessie Mays Community Center, 30975 NW Hillcrest Street in North Plains, and via Zoom Virtual Meeting Platform, to invite comments on the following submittal: City Files 21-016 and 21-017 Brynhill Rowhomes Design Review and Master Plan Refinement The 71 rowhomes proposed for design review are located in the Brynhill Master Plan area north of NW North Avenue and west of NW 309th Avenue. The application also includes a master plan refinement to increase the maximum lot coverage for internal rowhome units from 80% to 87%. The site is zoned NC (Neighborhood Community) and is 50.4 acres in size. The site is located on tax lots 600, 800, 900 and 1000 of Washington County Tax Map 1N301. The proposal was submitted by Lennar Northwest Inc. and Pacific Community Design, Inc. on behalf of Lone Oak Land, LLC and Paine Tract, LLC. Applicable code sections: 155.045-057 (Design Review), 155.255-261 (Neighborhood Community), 155.485-488 (Duplex, Triplex and Attached Two-Family Dwellings, 155.670-673 (Off-Street Parking and Loading), 155.656 (Clear Vision Areas) and 155.025-031 (Application Requirements and Review Procedures). Anyone is welcome to attend the Planning Commission meeting on May 12th either in-person or virtually. There will be an opportunity during the public hearing to ask questions or provide testimony. Anyone may also submit questions or comments via email or USPS mail prior to the hearing (contact information above). The public hearing will be conducted according to the process identified in Development Code 155.031. The application and all evidence relied upon by the City to make the decisions is in the public record and is available for inspection by emailing City Manager Andy Varner. Copies can be provided at a reasonable cost. The City’s staff report and recommendation to the Planning Commission will be available for review no later than one week prior to the Planning Commission hearing. Failure to raise an issue in sufficient detail during the comment period or at the public hearing may preclude an appeal to the Land Use Board of Appeals or Appeals/Circuit Court on that issue. Only comments on the applicable criteria are considered relevant evidence. The hearing will be opened for presentation by the city and the applicant and then opened to the public.
