NOTICE OF PUBLIC HEARING EXEMPTION FROM COMPETITIVE LOW-PRICE BIDDING FOR THE CLACKAMAS COUNTY COURTHOUSE REPLACEMENT PROJECT May 06, 2021 In accordance with LCRB C-049-0600 and ORS 279C.335, and, to the extent applicable, ORS 279B.085, this public notice is for the purpose of taking comments on Clackamas County’s draft findings for the approval of an exemption from competitive low-price bidding for a public improvement (i.e., alternative contracting method), permitting a contract-specific special procurement, and utilizing a two-step request for qualifications (RFQ) and request for proposals (RFP) competitive proposal process (a Competitive Proposal Process) to retain a project company in connection with a Public-Private Partnership (P3) project delivery method for the Clackamas County Courthouse Replacement Project. Clackamas County’s findings supporting the use of an exemption from competitive low-price bidding for a public improvement are on file and available for review on the Oregon Procurement Information Network (ORPIN). A recommendation for approval of Clackamas County’s findings for an exemption from competitive low-price bidding for a public improvement, permission to use a contract-specific special procurement, and utilizing the Competitive Proposal Process described above for the selection of a P3 project company, shall be submitted to the Clackamas County Board of County Commissioners at its regularly scheduled meeting on Thursday, May 20, 2021 at 10:00 AM, Pacific Time, located in the Board Room of the Public Services Building (2051 Kaen Road, Oregon City, OR 97045). Due to the COVID-19 emergency the Board will conduct their meetings remotely via Zoom, with limited capacity for in-person attendance.
