Clackamas County intends to amend its 2017-2021 Consolidated Plan in the following manner: Notice of Substantial Amendment to the Program Year 2020-2021 (2020 Action Plan) All comments are welcomed and encouraged on the following proposed changes to the County the 2020 Housing and Community Development Action Plan. This Action Plan program year amendment is regarding the CARES Act Community Development Block Grant COVID 19 (CDBG-CV) funding allocated to Clackamas County to prevent, prepare for, and respond to the Coronavirus pandemic. New Project (2020/0033): Clackamas Services Center Homeless Shelter Expansion Project. This is a new project that will be funded with $650,000 of Community Development Block Grant COVID 19 (CDBG-CV3) funding. This construction project will renovate and expand an existing homeless service center to allow for more homeless people to be offered access to services including healthcare to prevent the coronavirus from spreading in Clackamas County. The Clackamas Service Center homeless shelter is located at 8800 SE 80th Ave. Portland, OR 97206 in Clackamas County. No other projects will be impacted. New Project (2020/0034): Volunteers in Medicine Health Clinic Project at the Clackamas Community College. This is a new project that will be funded with $650,000 of Community Development Block Grant COVID 19 (CDBG-CV3) funding. This construction project will renovate an existing building on the campus of the community college to build a health clinic facility. This free health care services clinic will allow for more low-income students, families and homeless people to be offered access to healthcare to prevent the coronavirus from spreading in Clackamas County. The new clinic site location is 19600 Molalla Ave, Oregon City, OR 97045. No other projects will be impacted. All COVID Projects and funding levels were determined in coordination with the County’s COVID 19 Emergency Operations Center activated on February 28, 2020.
