Public Notice City of Troutdale Notice of Receipt of Ballot Title Notice is hereby given that a ballot title for an initiative petition has been filed with the City’s Election Official on August 3, 2021. The City Attorney has determined that the prospective initiative petition complies with the constitutional requirements. The ballot title is as follows: CAPTION: Amends charter; city officers elected by preference rating STAR voting. QUESTION: Shall charter be amended to elect city officers using STAR (Score Then Automatic Runoff) voting, rating multiple candidates by preference? SUMMARY: Measure amends city charter, requires Score Then Automatic Runoff (STAR) voting and counting procedures for mayor and city councilor elections. Ballots must explain STAR voting and state how many city officials will be elected from each candidate group. Voters score candidates on ballot, numbering in order of preference from zero (worst) to five (best). Giving same score number to multiple candidates is allowed.
