CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO.: PUD-002-21 NUEVA ESPERANZA MULTI-FAMILY HOUSING NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning Commission, through a Zoom virtual meeting at or shortly after 6:00 p.m., on Wednesday, September 22, 2021. At this hearing, the Planning Commission will consider a request for a consolidated Planned Unit Development (PUD) Concept Plan application and implementing Development Review application for the Nueva Esperanza multi-family development to be located on one property approximately 6.12 acres in size. The applicant also requests approval of a major adjustment to the maximum density standards of the SCR-MD zone to allow up to 28.51 dwelling units per net acre. The applicant proposes construction of 12 three-story apartment buildings consisting of 150 residential dwelling units in three phases, and 162 parking spaces. The proposed development would include playgrounds, picnic areas, walking areas, a community garden and dog area. Pedestrian connections to NE 53rd Avenue and NE Hidden Creek Drive would also be provided. The apartment units will be reserved for households whose incomes are at or below 60% of the metro region area median income, with eight units targeted to persons at or below 20% of the metro region median family income. The property owners and applicant are the City of Hillsboro and the Housing Development Center, represented by Greta Holmstrom, Standridge, Inc. The subject property is specifically identified as Tax Lot 400 on Washington County Assessor’s Tax Map 1N2-34CB and is generally located north of NE Hidden Creek Drive, south of NE Elam Young Parkway, east of NE 53rd Avenue and west of NE 55th Avenue. The applicable approval criteria for the PUD application may be found in Section 12.80.120 of the Community Development Code (CDC), Section 12.80.040 for the Development Review application and Section 12.80.156 for Major Adjustments. The CDC may be viewed online at www.hillsboro-oregon.gov/communitydevelopmentcode or in the Planning Division office. The complete application, staff report and responses to all related criteria for this application will be available by 4:00 p.m. on Wednesday, September 15, 2021. All interested persons are invited to attend this virtual hearing on Zoom (instructions below) and will be given an opportunity to be heard concerning the proposal. You will have three minutes to speak once called upon. Members of the public using Zoom will not be able to share their screen during the meeting; presentation materials should be submitted as written testimony by 5:00 p.m. on the day of the hearing to planning_dept@hillsboro-oregon.gov. Testimony should avoid repetition of issues and should be based on the application or on the approval criteria listed above. Oregon Revised Statutes (ORS) 197.763 provides that under certain circumstances, the record may remain open, or a continuance may be granted upon the request of a participant. Pursuant to Oregon Revised Statutes (ORS) 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
