BEFORE THE BOARD OF COMMISSIONERS FOR MARION COUNTY, OREGON RESOLUTION No. 21R-9 This matter came before the Marion County Board of Commissioners at its regularly scheduled meeting on Wednesday, May 19, 2021. LET IT BE KNOWN TO ALL PERSONS of Marion County that discrimination in the sale, rental, lease, advertising of sale, rental or lease, financing of housing or land to be used for construction of housing, or in the provision of brokerage or rental services because of race, color, religion, sex, disability (physical or mental), familial status ( children) or national origin is prohibited by Title VIII of the federal Fair Housing Amendments Act of 1988, 42 USC 3601 et seq. It is the policy of Marion County to support the Fair Housing Amendments Act of 1988 and to implement a Fair Housing Program pursuant to ORS 659A.145 and ORS 659.421 to ensure equal opportunity in housing for all persons regardless of race, color, religion, sex, disability (physical and mental), familial status (1. children, and 2. actual or perceived sexual orientation, gender identity or marital status or its members), or national origin. Therefore, the county does hereby pass the following Resolution: BE IT RESOLVED that within the resources available to the county, through county, state, federal and community volunteer sources, the county will assist all persons who feel they have been discriminated against because of race, color, religion, sex, disability (physical and mental), familial status (children) or national origin in the process of filing a complaint with the Oregon Civil Rights Division or the U.S. Department of Housing and Urban Development, Seattle Regional Office Compliance Division, that they may seek equity under federal and state laws. BE IT FURTHER RESOLVED that the county shall publicize this resolution and through this publicity shall cause real estate brokers and sellers, private home sellers, rental owners, rental property managers, real estate and rental advertisers, lenders, builders, developers, home buyers and home or apartment renters to become aware of their respective responsibilities and rights under the Fair Housing Amendments Act of 1988 and any applicable state or local laws or ordinances. THE FAIR HOUSING PROGRAM, for the purpose of informing those affected of their respective responsibilities and rights concerning fair housing law and complaint procedures, will at a minimum include, but not be limited to: 1) the printing, publicizing and distribution of this resolution; 2) the distribution of posters, flyers, pamphlets and other applicable fair housing information provided by local, state and federal sources, through local media of community contacts; and 3) the publicizing of locations where assistance will be provided to those seeking to file a discrimination complaint. HAGASE SABER A TODAS LAS PERSONAS del Condado de Marion que la discriminacin en la venta, el alquiler, el arrendamiento, la publicidad de la venta, el alquiler o el arrendamiento, la financiacin de viviendas o de terrenos para la construccin de viviendas, o en la prestacin de servicios de intermediacin o alquiler por motivos de raza, color, religin, sexo, discapacidad (fsica o mental), situacin familiar (nios) o nacionalidad esta prohibida por el Titulo VIII de la Ley federal de Enmiendas a la Vivienda Justa de 1988, 42 USC 3601 y siguientes. Es la poltica del condado de Marion apoyar la Ley de Enmiendas a la Vivienda Justa de 1988 e implementar un Programa de Vivienda Justa de conformidad con ORS 659A.145 y ORS 659.421 para garantizar la igualdad de oportunidades en la vivienda para todas las personas, independientemente de su raza, color, religin, sexo, discapacidad (fsica y mental), estado familiar (1. nios, y 2. orientacin sexual percibida o real, identidad de genero o estado civil o sus miembros), o el origen nacional. Por lo tanto, el condado aprueba la siguiente Resolucin: SE RESUEL VE que, dentro de los recursos disponibles para el condado, a traves de fuentes voluntarias del condado, estatales, federales y de la comunidad, el condado asistir a todas las personas que se sientan discriminadas por motivos de raza, color, religin, sexo, discapacidad (fsica y mental), estado familiar (nios) u origen nacional en el proceso de presentacin de una queja ante la Divisin de Derechos Civiles de Oregn o la Divisin de Cumplimiento de la Oficina Regional de Seattle del Departamento de Vivienda y Desarrollo Urbano de los Estados Unidos, para que puedan buscar la equidad bajo las leyes federales y estatales SE RESUELVE ADEMAS que el condado dar a conocer esta resolucin y, a traves de esta publicidad, har que los corredores y vendedores de bienes races, los vendedores de viviendas privadas, los propietarios de alquileres, los administradores de propiedades de alquiler, los anunciantes de bienes races y de alquileres, los prestamistas, los constructores, los promotores, los compradores de viviendas y los inquilinos de casas o apartamentos tomen conciencia de sus respectivas responsabilidades y derechos en virtud de la Ley de Enmiendas a la Vivienda Justa de 1988 y de cualquier ley u ordenanza estatal o local aplicable. EL PROGRAMA DE VIVIENDA JUSTA, con el propsito de informar a los afectados de sus respectivas responsabilidades y derechos en relacin con la ley de vivienda justa y los procedimientos de queja, incluir como mnimo, pero no se limitara a 1) la impresin, publicidad y distribucin de esta resolucin; 2) la distribucin de carteles, volantes, folletos y otra informacin aplicable sobre vivienda justa proporcionada por fuentes locales, estatales y federal es, a traves de los medios de comunicaci6n locales de las contactos de la comunidad; y 3) la publicidad de las lugares donde se proporcionara asistencia a aquellos que buscan presentar una queja de discriminaci6n.
