NOTICE OF PUBLIC HEARING BEFORE THE CITY COUNCIL LORA Resolution 21-10 Authorizing the Sale of Real Property North Anchor Project Hearing Date, Time, and Location: Tuesday, December 7, 2021; 5:30 p.m. City Council Chamber – 3rd Floor 380 A Avenue Lake Oswego, OR 97034 This meeting will be conducted both in-person at City Hall or virtually via Zoom. Several avenues are available to the public for viewing this Public Hearing or participating remotely. LORA RESOLUTION 21-10 A RESOLUTION OF THE LAKE OSWEGO REDEVELOPMENT AGENCY AUTHORIZING AN AGREEMENT WITH URBAN DEVELOPMENT PARTNERS – NW, AN OREGON LIMITED PARTNERSHIP FOR THE DISPOSITION AND DEVELOPMENT OF THE NORTH ANCHOR PROPERTIES Real Property to be sold: Real property at 500, 510, 520 and 525 First Street; 27, 33, 39, 41 and 95 B Avenue; and 504 State Street, Lake Oswego, Oregon (the Property). Property Owner: Lake Oswego Redevelopment Agency (LORA), the urban renewal agency of the City of Lake Oswego. Reasons for the Proposed Transaction: LORA considers it necessary or convenient to sell the Property under a Disposition and Development Agreement in order to fulfill the purposes of the East End Redevelopment Plan, especially Project H- First Street North Anchor Project, and Project T- Hotel Project. Proposed Uses for the Property: Under the proposed Disposition and Development Agreement (DDA) the property would be developed with a boutique hotel, apartments, ground floor commercial, retail and/or restaurant uses. Decision: The LORA Board may make a decision following the hearing. If the Board approves the request, it will direct the Executive Director to act as its agent in executing legal documents to effect the transaction. Time Limits on Testimony: The purpose of time limits on testimony is to provide all interested persons with an adequate opportunity to present and respond to testimony while at the same time ensuring that the hearing can be conducted in an efficient and expeditious manner. The following time limits on testimony shall be observed: — 5 minutes for a representative of a neighborhood association, homeowner association, government agency, or other incorporated public interest organization. Any person in attendance at the hearing and entitled to testify may cede his or her time for testimony to another person entitled to testify and thereby increase that person’s time for testimony.
