The intended project delivery vehicle will be a Construction Manager/General Contractor (CM/GC) process. However, a traditional Design/Bid/Build process may be considered, if deemed to be in the best interest of the County. The awarded Owner’s Rep firm will be expected to work cooperatively with the Owner, CM/GC (or General Contractor if applicable), A/E Firm and other Trade Partners to manage the Project and throughout the life of the Project. In this project, the Owner’s Rep will be working in a support role to the County Sr. Project Manager. The Owner’s Rep will provide services in support of the project manager’s leading of the project, including cost estimating services. The purpose of the solicitation is to secure Owner’s Representative Services from Provider(s) with a demonstrated history of leadership, innovation and collaboration who have experience with projects similar in scope, scale, and delivery methods described in this document. The project to be awarded under this RFP consists of The Multnomah County Flagship Library. THE MULTNOMAH COUNTY FLAGSHIP LIBRARY PROJECT (the Project), shall be an approximately 95,000 gsf library designed and constructed to 21st century standards on a new site. It shall embody modern library services, with the flexibility to evolve in the future as service models and communities change.
