CITY OF FOREST GROVE NOTICE OF MEASURE AND RECEIPT OF BALLOT TITLE PUBLIC NOTICE IS HEREBY GIVEN, that on February 14, 2022, the City of Forest Grove Elections Officer received a ballot title for a measure referred by the Forest Grove City Council to voters at the May 17, 2022, election. Any elector may file a petition for review of the ballot title with the Washington County Circuit Court no later than 5:00 p.m. on February 24, 2022 (the 7th business day after the ballot title was filed with the City Elections Officer) under ORS 250.296. The elector must notify the City Elections Official (City Recorder) in writing that the petition has been filed. That notice must be given no later than 5:00 p.m. on the next business day following the day the petition is filed. The ballot title filed is: CAPTION: Five-year replacement levy for fire, police, parks, and library services QUESTION: Shall City increase operating levy for fire, police, parks and library to $1.95 per $1,000 for five years beginning 2023-24? This measure may cause property taxes to increase by more than three percent (3%). SUMMARY STATEMENT: This measure would replace the current operating levy of $1.60 per $1,000 of assessed value which expires June 2023. The replacement levy focuses on core services to respond to increased emergency response times, increases in crime, parks maintenance, and recreation and library programs. The City is proposing increasing the levy rate to $1.95 per $1,000 of assessed value. Fire and police would receive the majority of the levy funding with the remainder going to parks maintenance, recreation, and library services. Replacing the levy would enhance the current level of fire, police, park maintenance and recreation, and library services. The replacement levy would add positions in fire and police to enhance the City’s response to simultaneous calls, decrease response times, and address rising demand for emergency services. It would add recreation and library programs and help maintain additional park facilities. The increase in the levy rate to $1.95 would cost a typical homeowner with an average assessed value (not market value) of $233,550 an additional $82 per year in property taxes.
