CITY OF BELLINGHAM BELLINGHAM MITIGATION BANK CERTIFICATION AND OPERATIONS – PLANNING AND DESIGN SERVICES Proposals due : July 12, 2022 @ 11:00 am REQUEST FOR QUALIFICATION RFQ # 23B-2022 The City of Bellingham (City) is seeking written statements of qualifications from consulting firms with expertise in mitigation banking and natural resource design. PROJECT DESCRIPTION The City of Bellingham (City) is issuing this request for qualifications (RFQ) (Invitation No. 23B-2022) from consulting firms interested in providing professional planning and design services for the Bellingham Mitigation Bank Certification and Operations (MB0100) project. Bellingham Mitigation Bank Certification and Operations project creates a new mitigation bank by building on previous foundational efforts. Following early termination of the prior consultant contract, the City is interested in completing the required Mitigation Banking Instrument (MBI) and supporting documents, receiving certification for up to three bank sites, obtaining associated permits, implementing mitigation site construction, and receiving guidance and/or services for bank operation. Services, including professional engineering services, and construction engineering and/or administration, may be added/removed from the contract contingent upon funding availability and project needs. This project is funded through various City of Bellingham funds. SUBMITTAL All proposals shall be received no later than 11:00 a.m. on Tuesday 12 July.
