ADA DOOR IMPROVEMENTS PROJECT 1. ANNOUNCEMENT AND SPECIAL INFORMATION Quoters are required to read, understand, and comply with all information contained within this Request for Quotes (RFQ). All quotes are binding upon Quoter for sixty (60) days from the Quote Due Date/Time. Quotes received after the Quote Due Date/Time may not be considered. If authorized in the RFQ and resulting contract, travel and other expense reimbursement will only be reimbursed in accordance with the Clackamas County Travel Reimbursement Policy in effect at the time the expense is incurred. Quoters may not communicate with County employees or representatives about the RFQ during the procurement process until the Procurement office has notified Quoters of the selected Quoter. Communication in violation of this restriction may result in rejection of a Quoter. 2. SCOPE The purpose of this RFQ is to provide prospective bidder with viable information regarding this project. The work is as follows: To install five (5 each) commercial rated ADA electric control arms at three (3 each) exterior doors and two (2 each) interior public restroom doors, with ten (10 each) ADA push-buttons on each existing doors, and permitted with the City of Sandy, connected to the lower level electrical room. The project location is: 39250 Pioneer Blvd. Sandy, Oregon 97055. State of Oregon Prevailing Wage: Because this project will be under $50,000 dollars. It is not a BOLI Prevailing Wage Project. However, because Rates requirements apply to this Project because the maximum compensation for all Owner-contracted Work is more than $50,000. Contractor and all subcontractors shall comply with the provisions of ORS 279C.800 through 279C.870, relative to Prevailing Wage Rates and the required Public Works Bond. The Bureau of Labor and Industries (BOLI)wage rates and requirements set forth in the following BOLI booklet (and any listed amendments to that booklet),which are incorporated herein by reference, apply to the Work authorized under this Agreement: PREVAILING WAGE RATES for Public Works Contracts in Oregon, July 1, 2022, which can be downloaded at the following web address: https://www.oregon.gov/boli/employers/Pages/prevailing-wage-rates.aspx Federal Prevailing Wage Rates: Prevailing Wage Rates requirements apply to this Project because the maximum compensation for all Owner-contracted Work is more than $2,000. Contractor and all subcontractors shall comply with the provisions of the David-Bacon Act (40U.S.C. 3141et seq). PREVAILING WAGE RATES for BUILDING shall be used for Clackamas County, June 24, 2022, which can be downloaded at the following web address: https://sam.gov/wage-determination/OR20220023/6. If the Davis-Bacon Prevailing Wage Rates change 10 days before the Bid Opening Date, Clackamas County Community Development Division will issue an Addendum providing the new wage rates. NOTE 1: Contractors are required to pay the higher wage classification between State (BOLI) and Federal (Davis-Bacon) for all Community Development Block Grant (CDBG) funded projects. NOTE 2: Clackamas County encourages bids from Minority, Women, and Emerging Small Businesses. Other Federal Requirements: This project is financed through the Community Development Block Grant Program with funds obtained from the U.S. Department of Housing and Urban Development. The Contract will be subject to regulations of the federal Department of Labor (DOL) and Department of Housing and Urban Development (HUD). Budget: Project Estimate: $30,000 – $40,000 Dollars The County has Federal U.S. HUD Community Development Block Grant (CDBG) Funds as well as City of Sandy Funds for 100% of this proposed project. The County does not expect any unforeseen conditions within the Sandy, City Hall Building ADA Door Improvements Project. The proposed not-to-exceed price will be a factor in vendor selection. 3. SAMPLE CONTRACT Submission of a Quote in response to this RFQ indicates Quoter’s willingness to enter into a contract which can be found at: https://www.clackamas.us/finance/terms.html. No action or response to the sample contract is required under this RFQ.
