PUBLIC NOTICE The City of Beaverton Community Development Department, Building Division, in accordance with National Flood Insurance regulation 65.7(b)(1), hereby gives notice of the City of Beaverton’s intent to revise the flood hazard information for SW 106th Ave Tributary to Hall Creek, generally located between SW 110th Avenue and SW 108th Ave. Specifically once the proposed improvements are constructed, the flood hazard information will be revised along the SW 106th Ave Tributary from the confluence of the enclosed tributary outfall to Hall Creek, approximately 200 feet west of SW 110th Ave, to a point approximately 300 feet upstream or east of SW 108th Ave were the tributary is free flowing. As a result of proposed improvements, the floodway will be modified, the 1-percent-annual-chance floodplain shall be re-established, and the 1-percent-annual-chance floodplain will widen and narrow within the area of revision based on updated topography and surveyed construction points. Once the proposed improvements are constructed, Base Flood Elevations (BFEs) will decrease in elevation up to 2.5 feet along the SW 106th Ave Tributary compared to conditions that currently exist but unfortunately have not been mapped. The existing published BFEs throughout this 1,500-foot reach when published in November 2016 did not reflect the topographical conditions that existed at that point in time, nor did they reflect the piping improvements constructed in 2004/2005. So as a result, the proposed post construction BFEs along SW 106th Ave Tributary from approximately 500 feet west of SW 108th Ave to approximately 300 feet east of SW 108th Ave will be shown to increase from 0.0 to 1.0 feet over those currently published (i.e., the 1.0-foot increase occurs where the effective FIRMs 208.0 feet BFE is currently drawn). Once the proposed improvements are constructed, the properties located along SW 106th Ave Tributary from just east of SW 110th Ave to a point approximately 500 feet west of SW 108th Ave where surface flooding, and a floodway is currently mapped will be eliminated since the 1-percent-annual-chance flow will be totally contained in the underground storm sewer system. Once the proposed construction is completed, a small amount of surface flooding and its accompanying floodway will be mapped due to backwater from Hall Creek that surges from an existing manhole in SW 110th Ave and flows safely down the gutter along SW 110th Ave and Canyon Road until it joins Hall Creek at its confluence of SW 106th Tributary.
