City File 22-114 Brynhill Village Design Review and Conditional Use Permit The proposal includes two buildings: a 3-story residential multi-family building and a 3-story mixed-use building with multi-family residential above commercial and common open space areas. The location is at the northeast corner of NW North Avenue and NW Main Street. The site is zoned NC (Neighborhood Community) and is 2.02 acres in size. The site is located on tax lot 4600 of Washington County Tax Map 1N301AC. The proposal was submitted by Pacific Community Design, Inc. on behalf of JT Smith Companies and Lennar Northwest, LLC. City File Number 115 Development Code Update: Marijuana and Psilocybin Uses The city is updating the standards that apply to marijuana businesses and adding new standards applicable to psilocybin services, in compliance with state law. Both of these provisions apply only in the C-2 (General/Highway Commercial) and M-2 (General/Heavy Industrial) zones. City File Number 116 Development Code Update: Short-Term Rentals The city is considering the addition of short-term rental (STR) provisions to the residential zones. The provisions would replace current Bed and Breakfast Inns provisions in the R-5 and R-2.5 zones. The city does not currently have provisions to allow STRs in residential zones, including R-7.5, R-5, R-2.5 and NC. Anyone is welcome to join the Planning Commission meeting. There will be an opportunity during the public hearing(s) to ask questions or provide testimony. The public hearing will be conducted according to the process identified in Development Code 155.031. The application and all evidence relied upon by the City to make the decisions is in the public record and is available for inspection by calling or emailing City Manager Andy Varner. Copies can be provided at a reasonable cost. The City’s staff report and recommendation to the Planning Commission will be available for review no later than one week prior to the public hearing. Failure to raise an issue in sufficient detail during the comment period or at the public hearing may preclude an appeal to the Land Use Board of Appeals or Appeals/Circuit Court on that issue. Only comments on the applicable criteria are considered relevant evidence. The hearing will be opened for presentation by the city and the applicant and then opened to the public. The hearing can be closed or continued at the discretion of the Planning Commission. If the hearing is closed, the Commission has the right to extend the time for additional information to be submitted by the public or the applicant. After the comment period closes on the final public hearing, the City shall issue a decision.
