Copies will be provided at a reasonable cost. A copy of the staff report will be available for inspection at no cost at least seven days prior to the hearing and will be provided at reasonable cost. Any written testimony should be submitted to the Community Development Department, 85 SE D Street, Madras, Oregon, 97741, or may be submitted at the public hearing. The failure to raise an issue by the close of the record at or following the final evidentiary hearing, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision-maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
