CITY OF MADRAS, OREGON FIXED BASE OPERATION, MADRAS MUNICIPAL AIRPORT Proposals due: December 15, 2023 @ 3:00 PM REQUEST FOR PROPOSALS 1. NOTICE OF REQUEST FOR PROPOSALS 1.1. Purpose Notice is hereby given that City of Madras (City) is soliciting proposals (Proposals) from qualified and experienced commercial aeronautical service operators interested in performing fixed base operator (FBO) services at the Madras Municipal Airport (the Airport). More specifically, City seeks Proposals from entities interested in managing, operating, and marketing certain commercial aeronautical products, services, and facilities at the Airport, including, without limitation, retail aircraft fueling services, aircraft ground handling services, crew and passenger services, monitoring and responding to aircraft communications, issuing necessary public information involving airport operations and status, tie-down and apron parking rental management, emergency service to disabled general aviation aircraft, sale of miscellaneous retail pilot supplies, coordinating U.S. Forest Service parking assignments, recording daily shift tickets and flowage fees, and performing aircraft maintenance. 1.2. Availability of Request for Proposals Beginning on October 25, 2023, interested parties may obtain a copy of the Request for Proposals for Fixed Based Operator Services (the RFP). A copy of the RFP may be downloaded from City’s website at https://www.ci.madras.or.us/rfps. Interested parties may receive a hardcopy of the RFP (and related documents including contract terms, conditions, and specifications) at City’s offices located at 125 SW E Street, Madras, Oregon 97741. The RFP will be accessible until the Closing (December 15, 2023). 1.3. Expected Timeline The anticipated procurement schedule for FBO services at the Airport (which is subject to change) is as follows: 1.4. Delivery of Proposals One digital copy of the Proposal and any supporting information must be submitted electronically (in PDF format) to Will Ibershof, City Administrator, via email to wibershof@cityofmadras.us no later than 3:00 PM PST on December 15, 2023 (the Closing) with a subject line stating Proposal – FBO at Madras Municipal Airport. Email submissions must be confirmed by returned email. Facsimiles will not be accepted. Hard copies of Proposals, accompanied by a digital copy in PDF format on a USB flash drive, may be delivered to Will Ibershof, City Administrator at City Hall, 125 SW E Street, Madras, Oregon 97741 no later than the Closing.
