PORT OF COLUMBIA COUNTY SCAPPOOSE AIRPORT EMERGENCY GENERATOR PROJECT Bids due: November 16, 2023 @ 3:00 PM INVITATION TO BID Sealed bids for the Port of Columbia County Airport – Emergency Generator Project, will be received by Amy Bynum, Deputy Executive Director of the Port of Columbia County, 100 E Street, Columbia City, OR 97018 until the bid closing time of 3:00PM, on the 16th day of November 2023, at which time the bids will be publicly opened and read. Bidders shall submit the required first-tier subcontractor disclosure form within two working hours of the bid closing time. Bidders whose bids and/or disclosure statements are received after the stated times will be considered non-responsive and their bids will not be considered. The scope of work being considered, but is not limited to, the following: 1. Installation of two emergency generator systems; 2. Install two automatic grid-sensing transfer switch systems; 3. Install primary and auxiliary fuel tanks; 4. Install two concrete pads; 5. Install electrical infrastructure to power airport electrical systems, including the airport lighting vault and Fixed Based Operator; Contract bid documents will be available on October 25th, 2023. The Contract Documents for the above project may be examined at the Port of Columbia County, 100 E Street, Columbia City, OR 97018 on working days, between the hours of 8:00 a.m. and 5:00 p.m or via the Port’s website www.portofcolumbiacounty.org. All Bidder questions shall be directed to Amy Bynum, Deputy Executive Director, Port of Columbia County, 971-261-7090 and must be received by November 9th, 2023 by 5:00PM. Contractors must be qualified in accordance with the applicable parts of ORS Chapter 279 in order to enter into a contract with the Port of Columbia County. The Port of Columbia County will only consider contractors who are able to demonstrate prior experience with similar work. The Port of Columbia County may investigate to determine the qualifications of the bidders as part of the evaluation of the bids. Bidders must submit qualification statements in accordance with the terms of Subsection 20-02 of the specifications with their Proposal. Proposals submitted without qualification statements will not be accepted. Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement of this project. No bid shall be considered unless the bidder is registered with the Oregon Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530. The Port will not receive or consider a bid unless the bid contains a statement by the bidder that the bidder will comply with ORS 279C.838 or 279C.840. The project is for a public works improvement and is subject to both state prevailing wage rates under ORS 279C.800 to 279C.870. The Contractor agrees to be bound by and will comply with the provisions of 279C.838, 279C.840 or 40 U.S.C. 3141 to 3148. Before starting Work the Contractor shall file with the Construction Contractors Board, and maintain in full force and effect, the separate public works bond required by ORS 279C.836 and OAR 839-025-0015, unless otherwise exempt under those provisions. The Contractor shall also include in every subcontract a provision requiring the Subcontractor to have a public works bond filed with the Construction Contractors Board before starting Work, unless otherwise exempt, and shall verify that the Subcontractor has filed a public works bond before permitting the Subcontractor to start Work. Each bidder must supply all information required by the bid documents and specifications. A Contractor having 50 or more employees and their subcontractors having 50 or more employees and who may be awarded a subcontract of $50,000 or more will be required to maintain an affirmative action program, the standards for which are contained in the specifications. Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of the Port of Columbia County in an amount equal to ten percent (10%) of the amount bid. Each Bidder must supply all information required by the bid documents and specifications. The successful bidder will be required to furnish a performance bond and payment bond, each in the full amount of the contract price. The Port of Columbia County reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interest of the Port of Columbia County. The Port of Columbia County may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids upon a finding by the Port of Columbia County that it is in the public interest to do so. Each prospective bidder is requested to attend a non-mandatory pre-bid meeting to be held at 12:30 PM, local time on the 1st day of November 2023, at the Scappoose Airport, 53894 Airport Rd, Scappoose, OR 97056. At this meeting, questions concerning the Contract Documents and the proposed work will be discussed.
