Invitation to Bid
Trust for Public Land (“TPL” or “Owner”) is issuing this Invitation to Bid to invite proposals from contractors to complete construction services including all labor, materials, equipment, and facilities necessary to complete the Madras Community Schoolyard Project described in the Project Manual.
TPL will receive sealed bids online via SecureBids at https://colbisecurebids.com/o/509j/21123 until 12/3/2024 at 3:00 pm local time, at which time they will be opened and publicly posted online. Bidding documents are available at no cost and may be obtained at https://colbisecurebids.com/o/509j/21123.
A MANDATORY pre-bid meeting will be held on November 6, 2024, at 2:30 PM local time at the project location. This project is bidding early to allow for long lead items to be ordered, with construction anticipated to begin in spring/summer 2025. Statements made by TPL or Jefferson County School District 509J representatives at the conference are not binding unless confirmed by a written addendum. Technical questions regarding the Project or requests for clarification or change must be directed to Ashley Ludwig, ABLE Studios, at ashley@ablestudio.com. Technical questions, requests for clarification or change, and/or bid protests must be received by November 13, 2024, at 4:00 pm local time. 
The Madras Community Schoolyard Project is a joint project of the Trust for Public Land, Jefferson County School District 509J, Madras Elementary School, Willamette Partnership, and the City of Madras. The Project has been funded in part by the U.S. Environmental Protection Agency under assistance agreement EB 02J56001 to Trust for Public Land. The contents of this document do not necessarily reflect the views and policies of the Environmental Protection Agency, nor does the EPA endorse trade names or recommend the use of commercial products mentioned in this document.
TPL hereby notifies all bidders that it will affirmatively ensure that any contract entered pursuant to this notice, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, or disability.
The Project is subject to state prevailing wage rates under ORS 279C.800 to 279C.870 and federal prevailing wage rates under the Davis Bacon Act (40 U.S.C. 3141 – 3148). The selected contractor must pay the higher of the two during construction. The wage rates are included in the Project Manual.
TPL reserves the right to cancel or modify this solicitation at any time.
