Nature of Application and Proposed Legislative Amendments:

The City of Lake Oswego is proposing Comprehensive Plan and Community Development Code (CDC) amendments primarily intended to comply with the State of Oregon’s Climate-Friendly and Equitable Communities program (CFEC) rules related to parking reform by removing minimum parking requirements citywide pursuant to CFEC Option 1: No Mandates.

In addition, the proposed CDC amendments modify maximum off-street parking regulations as required to comply with the maximum parking ratios in OAR 660-012-0415(1)(a) – (b) and Table 3.08-3 of the Metro Regional Functional Transportation Plan. As required under the CFEC rules, the proposed amendments also introduce new “climate mitigation” requirements for development that includes more than one-half acre of new surface parking.
